Fischer grew up in Troisdorf , where he graduated from Heinrich-Böll-Gymnasium in 1981. In 1984 he completed his training as a photographer. After studying film studies, psychology and ethnology in Cologne and Berlin from 1984 to 1992, he was a lecturer at the Theater Studies Institute of the Free University of Berlin . His first short film closing time documents the abandonment of his parents' photo shop in Troisdorf. The experience he had gained during the making of his first film, the positive response from the public and his enthusiasm for filmmaking encouraged him to make further short films. Since the 1990s he has produced numerous documentaries. These are characterized by intensive interviews with contemporary witnesses. A particular focus is the transmission of war trauma in family systems ( sons without fathers , Der Hamburger Feuersturm 1943 ). His entire oeuvre includes several documentary and short film plays as well as photographs and audio pieces. In 1997 he received the Murnau Short Film Award for his short film Solo Talent .

Fischer now lives in Berlin .
