Andrew Turnbull KCB , CVO (* 21st January 1945 ) is a retired British civil servant, who most recently between 2002 and 2005 Cabinet Secretary ( Cabinet Secretary ) and Head of the Public Service ( Head of Her Majesty's Home Civil Service ) was and since 2005 Is a member of the House of Lords .

Life

Promotion to cabinet secretary and head of the public service

After attending Enfield Grammar School , Turnbull graduated from Christ's College at the University of Cambridge and then entered the civil service. In 1988 he became First Private Secretary to Prime Minister Margaret Thatcher and held this position between 1990 and 1992 with her successor, John Major . In 1998 he took over as Permanent Secretary to the Treasury, traditionally the second highest office of the British public service and held this position until 2002.

Subsequently, on September 1, 2002, during the tenure of Prime Minister Tony Blair, he succeeded Richard Wilson as Cabinet Secretary and Head of the Home Civil Service, assuming the highest office within the British civil service. He held these offices for three years until he was replaced by Gus O'Donnell , who was Turnbull's successor as permanent secretary of the Treasury in 2002.

Member of the House of Lords and functions in the private sector

After retiring from the civil service, he was raised to the nobility by a letters patent dated October 11, 2005 as a life peer with the title Baron Turnbull , of Enfield in the London Borough of Enfield . On 7 December 2005, his was carried Introduction ( Introduction ) as a member of the House of Lords . In the House of Lords, Lord Turnbull belongs to the group of non-party peers, the so-called Cross Bencher .

He also held various positions in the private sector and is both director of the Company plc Prudential, British Land Company plc and Frontier Economics Ltd. and CEO of investment company BH Global Ltd. In addition, Lord Turnbull has been Chairman of the Board of Directors of Dulwich College since 2009 and serves as a trustee of the Global Warming Policy Foundation (GWPF), a registered not-for-profit organization and think tank with the aim of preventing alleged overreactions to global warming .
