The Agency for Municipal Data Processing in Bavaria ( AKDB ) is an IT service provider in Germany on the municipal market. As a full-service provider, it delivers software solutions and services for all core areas of local government . In addition to software development, the main field of activity is the operation of municipal specialist processes and databases in data centers. It has the legal form of an institution under public law .

With the ordinance on the transmission of registration data (MeldedatenVO), the AKDB was commissioned by the Free State of Bavaria to provide an authority information system that is based on the complete Bavaria-wide partial data set stored in the AKDB service data center. Simple information from the register of residents is also provided online from this database .

founding

The AKDB was founded in 1971 under the leadership of the Bavarian State Ministry of the Interior by the then three Bavarian municipal umbrella organizations. Today the AKDB is sponsored by the Bavarian Association of Cities , the Bavarian Municipal Association , the Bavarian District Association and the Bavarian District Association .

The AKDB currently works with around 4,700 customers - mainly municipalities , cities , district offices and other public institutions - on a contractual basis. It finances itself through cost-covering customer fees for its products and services. As a “self-help organization of the municipalities”, the AKDB is not profit-oriented.

Locations, employees

The establishment, based in Munich , employs around 930 people. The AKDB has offices in all Bavarian administrative districts and has other locations in Germany.

Holdings, daughters

The AKDB has two wholly-owned subsidiaries:

  • the Living Data GmbH (Systemhaus)
  • the TERA Software GmbH (development real estate activities).

It also holds two thirds of the shares in kommIT GmbH , based in Cologne (sales company). The other third is held by Dataport , Altenholz.

It has a 75% stake in GKDS Gesellschaft für kommunalen Datenschutz mbH. The rest of the quarter is held by the data protection expert Sascha Kuhrau.

It also has a 22% stake in Beihilfe-Service Gesellschaft mbH based in Munich (software and full service for aid settlement).

AKDB holds a further 10% stake in vote iT GmbH, based in Aachen.

In addition, AKDB has a 20% stake in Waldwasser Software-Vertriebs GmbH & Co. KG, based in Moos.

In April 2020, together with the host AG, a subsidiary of the Bavarian hotel and restaurant association DEHOGA , and two software developers, she founded mayichrein GmbH . This offers a web-based solution for corona-related guest data registration with full encryption and storage in the AKDB data center.

She is also a founding member of govdigital eG , a cooperative to build a public blockchain infrastructure. AKDB CEO Rudolf Schleyer is an honorary board member of govdigital.
