The Bavarian Association of Cities is one of the four municipal umbrella associations in Bavaria, based in Munich , which was founded in 1896 and has since acted as a representative of the Bavarian cities - with an interruption from 1933-1946. 287 municipalities belong to it.

history

The Mayor of Munich , Wilhelm Ritter von Borscht , initiated and organized the 1st Bavarian City Council, which began on March 1, 1896 in Munich. The success of this city convention was so great that the delegates sent by the cities in the Kingdom of Bavaria decided to hold such city days regularly in the future. As early as 1897 an organizational order for the voluntary amalgamation of Bavarian cities was agreed. In 1913, the Bavarian City Association already had 54 member cities and thus represented a total of 2.1 million inhabitants.

After the overthrow of the monarchy in 1918, constitutional and political upheavals had resulted in a complete change in municipal constitutional law , the tasks and goals of the municipal umbrella organization were redefined. At the same time, the Bavarian City Association was renamed the Bavarian City Association .

As part of the Gleichschaltung, the Bavarian Association of Cities was dissolved after the National Socialist seizure of power in 1933 and transferred to the Bavarian State Office of the German Municipal Association , which was a compulsory amalgamation of all German municipalities and municipal associations. This unified communal organization was largely subject to National Socialist supervision.

After the Second World War , the first exploratory talks began early on, with the aim of re-establishing the Bavarian City Association. On November 4, 1946, the founding assembly of the new Bavarian Association of Cities took place in Munich . The Free State of Bavaria approved the statutes of the Bavarian City Association in autumn 1947 and granted it the status of a corporation under public law .

Following on from the founding year of 1896 is the umbrella organization of the Bavarian cities since 1982 Bavarian Association of Cities .

tasks

The association sees itself as an advocate for the cities and municipalities vis-à-vis the Bavarian state parliament and the state government and advocates preserving local self-government .

The association intends

  • the citizen-friendly and effective organization of the administration and
  • securing the financial means for the cities to carry out their tasks.

Specifically, this happens through

  • Statements on planned laws and regulations,
  • Initiatives towards the state government ,
  • Representation of the cities in the annual negotiations with the Free State on the municipal financial equalization and the constant commitment to preserve their own taxes.

In addition, the association represents the interests of its members in relation to business and other interest groups. In addition, the Bavarian Association of Cities also carries out press and information work.

Internally, the Association of Cities offers its members:

Publications

The association publishes the “information letter” with which it informs its members about current local political issues. In addition, circulars inform the members in detail about local political and administrative developments.

Structure and organs

According to its statutes of January 1, 2010, the following bodies exist:

They are newly formed for six years after general local elections.

General Assembly

The general assembly is the highest body of the association, which determines the basic lines of association policy. Each member municipality has at least one vote in it, depending on its population. The members' city councils decide who is to be sent as a delegate to the general assembly.

Board

The board of directors is the governing body of the Bavarian Association of Cities. As a kind of "executive", it executes the decisions of the general assembly. Its 17 board members are elected by the main committee. The chairman and his two deputies are elected by the general assembly from among the board of directors for three years.

The executive board member , currently Bernd Buckenhofer, is a member of the board by virtue of office.

Kurt Gribl was Chairman of the Board of Management from 2011 to 2017 . At the 56th General Assembly of the Bay. City days in Regensburg, Dr. Gribl not available again. District Assembly

Each district has its own district assembly, which deals with regional-specific issues, but also discusses the association's current local political issues.

The district assemblies elect two chairpersons with equal rights, with one being the mayor of an independent city and one being the mayor of a city or municipality belonging to a district. The district chairmen serve as contact persons for the members in the administrative district and take on representational tasks at regional events.

The association has an office in Munich, which is managed by the executive board member. You currently have nine speakers.

financing

The association covers its expenses exclusively from the contributions of its members, which consist of a basic contribution and a contribution based on the number of inhabitants.
