The Lower Saxony Association of Cities is a municipal umbrella association based in Hanover .

126 towns, cities and municipalities with around 4.7 million inhabitants are members. The Hanover region , the seaside town of Bremerhaven , the Braunschweig area association and GovConnect GmbH are extraordinary members . It represents around 60 percent of the population of Lower Saxony. The association is organized under private law as a registered association in order to be independent of state supervision and state influences. Government grants are not granted. Membership is voluntary. The Lower Saxony Association of Cities (NST) is the regional association of the German Association of Cities (DST) and the German Association of Cities and Towns (DStGB).

The office is located in Hanover, Prinzenstraße 17. The general manager has been Jan Arning since 2017 , his predecessor was Heiger Scholz .

The seat was until 2014 in 1911 to 1912 for the banker Bernhard Caspar by the architect Emil Lorenz built Bankhaus Caspar in the Prinzenstraße 23 in Hanover. The building was demolished in 2014.

Position of the cities and municipalities

In the federal state structure of the Federal Republic of Germany, the municipalities form the third pillar of the state. As in the case of the Federation and the Länder, their will is formed in popular representations that have arisen from general, direct, free, equal and secret elections.

The position of the cities and municipalities in our society as well as the obligations of the federal and state governments towards the municipalities result from the Basic Law of the Federal Republic of Germany , the Lower Saxony Constitution and the Lower Saxony Municipal Constitutional Act . Local self-government is guaranteed by Art. 28 Paragraph 2 of the Basic Law of the Federal Republic of Germany and Art. 57 Paragraph 1 of the Lower Saxony Constitution .

Constitutional status of the Lower Saxony City Council

The tasks of the Lower Saxony City Council also result from the position of the cities and municipalities. Like the Bundestag and Landtag , it represents public concerns for the benefit of the residents in the cities and municipalities of Lower Saxony. Therefore, Article 57, Paragraph 6 of the Lower Saxony Constitution provides:

"Before general questions that directly affect the municipalities or districts are regulated by law or ordinance, the municipal umbrella organizations must be heard."

Publications

The association publishes the monthly magazine “Niedersächsischer Städtetag” with a circulation of over 6,800 copies. Every council member receives it. It reports on current issues of local importance.

He also publishes the "Series of publications of the Lower Saxony City Council", in which contributions from local science are published.

Statutory tasks are

In practice, this is done by representing the public interests of the cities and municipalities through the Lower Saxony Association of Cities. He brings the municipal expertise to the preparation of laws, ordinances and administrative regulations that affect the municipalities or have to be implemented by them. This should enable a practice-oriented, citizen-oriented and efficient administration.

Bureau

  • consists of 20 people, the lord mayor, mayor, their representative or electoral officers and advisory members.
  • decides u. a. on the admission of new members, the amount of the contribution, the budget and elects the president and the general manager. President is Lord Mayor Ulrich Mädge , Lüneburg, and Vice President is Lord Mayor Frank Klingebiel , Salzgitter.
