The Municipal Association of Baden-Württemberg is the largest municipal state association in Baden-Württemberg . Of the 1101 cities and municipalities in Baden-Württemberg, 1,063 cities and municipalities are currently members of the municipal assembly (as of December 2019) . The largest member city has over 59,000 inhabitants, the smallest member municipality less than 100 inhabitants (as of December 2019) . In total, the community day represents cities and communities with almost seven million citizens. Other members include the municipal association for youth and social affairs in Baden-Württemberg and the Württembergische Gemeinde-Versicherung a. G. The community day is organized under private law as a registered association and is independent of state supervision or state influences and does not receive any state subsidies. He is a member of the German Association of Towns and Municipalities (DStGB).

history

The Baden-Württemberg Community Conference was created on January 1, 1973. In the course of the regional reform at the time , the Württemberg Community Conference, founded in 1921, and the Association of Baden Municipalities, which had existed since 1906, merged.

Representation of interests at the state level

The primary task of the municipal assembly is to represent the common interests of the cities and municipalities vis-à-vis the state assembly and the state government . This happens independently and non-partisan. The community day mainly focuses on the concerns of towns and communities belonging to the district. It is the lobby of the smaller communities and medium-sized towns in the country.

There is an opportunity to do so if the community day is heard about laws, ordinances and programs that affect cities and communities. For a large part of state politics, the municipal day is an important discussion partner for the government and the opposition: it is sometimes supportive, and often critical. And more and more often it is the municipal day that takes the initiative when the situation of the municipalities calls for regional political action. The appropriate presence of communal interests in the media is also very important in the communal day.

At the federal level, the German Association of Towns and Municipalities fulfills a similar function. As a large member association, the Baden-Württemberg Municipal Council has a decisive voice here. Roger Kehle, the current President of the Baden-Württemberg Municipal Assembly, was elected Vice President of the German Association of Towns and Municipalities in June 2010.

European politics is now playing an increasingly important role in cities and municipalities. In order to always be up to date with this development for its member cities and municipalities, the municipal day with its European office has a "listening post" in Brussels.

Information and advice for cities and municipalities

The current information of the community day about community affairs, political developments and technical news is important for all members. Up-to-date they are sent to the town hall as an e-mail, if desired, selected according to topic, to the right workplace. The public can find a wide range of information on the association's website (www.gemeindetag-bw.de). The specialist information on the association's extranet is only accessible to members. Most of the information can also be researched in the database of the KIBW Community Conference: A fund of local expertise of central importance for the member cities and communities. The database is now integrated in the online offer of the CH Beck publishing house , so that cities and municipalities can also subscribe to an even broader specialist information system.

The traditional magazine Die Gemeinde (BWGZ) is still the backbone of internal and external communication and also the most widely read trade journal in Baden-Württemberg.

Advising the member cities and municipalities in technically difficult or fundamentally important matters is a core competence of the Municipal Day. This is confirmed again and again by his members.

Organs and bodies

The state board is the highest steering body of the association between the two-yearly general meetings. It has 50 members, most of whom are elected by the 35 district associations. The state executive meets four times a year. The President has the chair. He also chairs the roughly monthly meetings of the Presidium. It has thirteen members: President and four Vice-Presidents, eight members of the Presidium elected by the State Executive from among its members.

The technical preparatory work for the political decisions in the management bodies of the association is carried out in nine specialist committees. You deal with

A joint forestry committee (with the city council) is supervised by the local council. The mayors of the member cities with a population of more than 10,000, the managing directors of municipal administration associations and a working group of municipal works and special-purpose associations for water supply and wastewater disposal also meet regularly.

The basis of the cooperation in the community day are its district associations in all 35 districts. Here the formation of opinion in the association is prepared; but also matters of the communities in the district are coordinated and experiences are exchanged. The representatives of the district associations in the state board are bound by the resolutions of their district associations.

Office

The office is managed by the President, who has also been Chief Executive Officer since 2007. It has 27 employees, including an alderman who, in addition to coordination and specialist tasks, represents the general manager, and 13 speakers. The house in the Stuttgarter Panoramastraße has been the seat of the local council since the 1920s. The current president is Roger Kehle .

Administrative school of the Baden-Württemberg municipal assembly

The administrative school of the municipal assembly is located in the Baden part of the state, in Karlsruhe, at the former seat of the Association of Baden municipalities. Nine employees and more than 200 part-time lecturers provide a training program there. The administration school also offers seminars for community and local councils. The administration school also trains civil servants and employees in special courses and thus complements the practical training in the town halls.

The European office is operated in an office community with the municipal umbrella organizations from Bavaria and Saxony and is organized by the municipal council.

Gt-service service company mbH

The service company Gt-Service GmbH of the community assembly began its activity with Europe-wide electricity bundle tenders. In the meantime, it provides all kinds of services for municipalities, for example the national and Europe-wide tendering for fire engines or the bundle tendering for sewage sludge disposal. Gt-Service creates educational and support concepts for cities and municipalities and advises them, among other things. a. in the procurement of school furniture and equipment for specialist rooms.

The municipal day cooperates with the law firm "iuscomm", Stuttgart, in the representation of cities and municipalities before the courts as well as in the drafting of contracts and legal opinions.
