Association of Towns and Municipalities of Lower Saxony

The Lower Saxony Federation of Municipal Authorities (NSGB) is the local umbrella organization of the county's cities, municipalities and joint communities in Lower Saxony under Article 57 para. 6 of Lower Saxony Constitution . He is represented by the President Dr. Marco Trips, 1st Vice President Uwe-Peter Lestin and Managing Director Oliver Kamlage. The association's spokesman is Thorsten Bullerdiek.

The association, based in Hanover, is the central association of over 400 towns, municipalities and joint municipalities belonging to the district and represents the interests of local self-government. Therefore, Article 57, Paragraph 6 of the Lower Saxony Constitution provides:

Before general questions that directly affect the municipalities or districts are regulated by law or ordinance, the municipal umbrella organizations must be heard.

The association is thus a “lawyer” and at the same time the representative of its members with the aim of strengthening local self-government . The NSGB does not represent individual population groups, but the entirety of the citizens living in a community and in the communities. The members of its bodies are mayors and councilors. In particular, the NSGB brings the concerns of small and medium-sized towns, municipalities and joint municipalities to the Lower Saxony state government and the Lower Saxony state parliament , but also at the federal level and the European Union .

District and district associations

The members have the opportunity to participate in the district associations on site and can contribute their interests there. The 38 district associations with their own board members and honorary managing directors are of great importance at the regional level. They see themselves as spokespersons for the common interests of the cities, municipalities and joint municipalities belonging to the district towards the organs of the respective district. In doing so, they strive for close cooperation with the district, in particular with regard to the district levy, regional planning, school development planning and other specialist planning. The district associations should also strengthen the cooperation of the association members in the district area and maintain the exchange of experiences to solve common problems. The district associations of Braunschweig, Hanover, Lüneburg and Weser-Ems Nord and Weser-Ems Süd bundle the interests of the district associations at the regional level and are the contact for the district governments in all questions of local politics in the administrative district.

Financing of the cities, municipalities and joint municipalities belonging to the district

Among other things, the association ensures that the federal and state governments meet their other obligations towards the municipalities, and that the legislators in Berlin and Hanover do not restrict the freedom of the municipalities and citizens through legal perfectionism and thereby cause high costs.

Advice and information

In addition to practical advice on a case-by-case basis, the association informs its members by means of advice letters, circulars, express service and the association magazine “Die Niedersächsische Gemeinde”.

Intercommunal exchange of experiences and self-help

As part of the intermunicipal exchange of experiences, help for self-help with practical questions of everyday communal life and existing legal problems between the members of the NSGB is provided with the support of the regional office. In addition, the NSGB sees itself as a platform that serves to exchange experiences between the municipalities. In 2014, the association launched the “Community 5.0” project as a future workshop. In this project, the most diverse approaches that municipalities can take on the way to 2050 are tested.

The association takes up questions and problems through practice-oriented seminars and training courses and with the intermunicipal cost and performance comparison and helps its members to get a better grip on problems on site. The members of the NSGB receive special conditions for the seminars and training courses and the inter-municipal cost and performance comparison.

Energy is offered on preferential terms through the 100% subsidiary of the NSGB, the Kommunale Wirtschafts- und Leistungsgesellschaft mbH (KWL mbH). In addition, fire-fighting vehicles are procured by tendering at special conditions and the purchase of inexpensive telephony services is offered by bundling the demand.

With the Kommunale Umwelt-AktioN UAN, the NSGB offers environmentally relevant solutions for the municipalities, e.g. B. Quality and environmental management systems, wastewater advice to minimize wastewater costs and with the information letter "Town Hall and Environment" and the second-hand goods display "Rathausmarkt".
