The Association of Cities and Municipalities of Saxony-Anhalt (SGSA) is the central association of the cities, municipalities and municipalities in Saxony-Anhalt . The association has its seat in the state capital Magdeburg .

Members

composition

The SGSA includes 209 towns and communities with a total of 2.23 million inhabitants. This corresponds to 99.49% of the total population. In addition, there are 18 association communities in the state of Saxony-Anhalt. This means that all full-time cities and communities as well as almost all voluntary communities are organized in the SGSA. In addition, 20 special purpose associations from the field of water supply and wastewater disposal have acquired extraordinary membership.

Rights and duties of members

The association members are entitled to participate in the organs of the association and to propose members of standing committees as well as to use the facilities of the association. The members are obliged to support the association in fulfilling its tasks. The members send their main administrative officials to the events of the association. The members finance the association through the membership fees collected in the 1st quarter of the year.

Position of the SGSA as a national association

According to § 160 municipal constitution law of the State of Saxony-Anhalt has state government to maintain the connection to the municipal umbrella organizations of the country and in time to hear them in the preparation of laws and regulations that directly affect the interests of the cities and municipalities. This is also reflected in the joint rules of procedure of the ministries, according to which, before the adoption of general regulations, in particular legal provisions, the central municipal associations should be involved, insofar as their interests are affected.

The rules of procedure of the state parliament of Saxony-Anhalt stipulate in § 86 a that the committees have to hear the SGSA in good time when preparing municipal-relevant regulations.

This is also to ensure that the state parliament is aware of all the information relevant to the decision before a law is passed that has a direct or indirect impact on the municipalities.

tasks and goals

According to the statutes, the SGSA has

  • the self-government thoughts enter to maintain and for the constitutional rights of municipal self-government and their expansion,
  • to represent the common interests of the association members towards the state parliament, state government, other institutions and bodies as well as in public ,
  • to promote the exchange of experiences among association members as well as the unanimous formation of opinions,
  • to ensure the further training of the members in the representations as well as the training and further training of the administrative staff of the cities, municipalities and association communities,
  • to maintain the cooperation with the municipal umbrella organizations at federal and state level.
  • to support the association members with advice.

The SGSA is politically neutral.

Organs and structure

The general meeting

The general assembly consists of one representative from each association member. Each association member has one vote for every 1,000 inhabitants or part thereof. The extraordinary association members take part in the deliberations of the general assembly, but have no voting rights.

The general assembly is convened by the executive committee at least every two years and is responsible for:

  • the amendment of the statutes,
  • Requests from the Presidium, the district associations and the association members,
  • The dissolution of the association.

The district executive conference

The district board conference consists of the district-free cities and the district associations and is convened by the presidium as required. In addition, there are the members of the Presidium in an advisory capacity.

The district board conference is responsible for

  • the establishment of the budget including supplements with the establishment plan and the association levy,
  • the election of the presidium
  • the election of the President and the Vice-Presidents from among the members of the Presidium,
  • the decision on proposals from the executive committee, the district associations and the association members,
  • the decision on objections to elections to the organs of the association and the exclusion of a member.

The Bureau

The presidium consists of the president, three vice-presidents, the country manager and ten other members. The current president is the mayor of the state capital Magdeburg Lutz Trümper . With the exception of the regional managing director, the members and deputies are elected by the district board conference, taking into account a regional distribution that is as even as possible and the population size classes of the members.

The Presidium runs the association and decides on all matters that are not the responsibility of the general assembly, the district board conference or the state manager. It can issue guidelines for management .

In addition, the Presidium has the following tasks:

  • the preparation of the general assembly and the district board conference,
  • the employment and dismissal of the state managing director and, on the proposal of the state managing director, that of the councilors and speakers,
  • the formation of standing committees,
  • determining the membership fees of extraordinary association members,
  • the receipt of the annual accounts and the audit report,
  • the election of two cash auditors and auditors or the appointment of an auditing office to audit the annual accounts,
  • the discharge of the state manager.

The country manager

The state manager, who has a general representative, runs the state office and conducts day-to-day business. He is the superior of all employees of the association and hires the employees on the basis of the staffing plan, unless the Presidium is responsible for this. The current (2015) country manager is Jürgen Leindecker .

The district associations

The association members in the 11 districts each form a district association. The district associations promote the association work on site and the exchange of experiences with one another. The district associations each elect a board of directors (1st and 2nd chairman), a managing director and two assessors.

Standing committees

The SGSA has set up four standing committees:

  • Building, Transport and Environment Committee, Chairman: Lord Mayor Bernward Küper, City of Naumburg (Saale);
  • Budget and Finance Committee, Chairman: Alderman Klaus Zimmermann, State Capital Magdeburg ;
  • Legal and Constitutional Committee, Chairman: Legal Office Manager Klaus Marske, State Capital Magdeburg;
  • School, Culture and Sports Committee, Chairman: Deputy Mayor Paul Koller, City of Bernburg (Saale)

Working groups

The state manager has appointed 15 working groups (AK) and 2 working groups to advise him on how to perform his duties to coordinate specific subject-specific topics and to exchange experiences. Examples are the 3 working groups unit and association communities, the working group development of rural areas and the working group local taxes and charges.
