Verbandsgemeinde (Saxony-Anhalt)

Verbandsgemeinden in Saxony-Anhalt are regional authorities based on the model of the Verbandsgemeinden in Rhineland-Palatinate . These are municipal associations of several independent municipalities that form a new regional body, the Verbandsgemeinde, to handle their administrative business.

Structure and tasks

Association municipalities can have between three and eight member municipalities with a total of at least 10,000 inhabitants as of December 31, 2005. Exceptions are possible if the area is in a sparsely populated region, i.e. in a district with a population density that is a third below the average of all districts, or in a geographical peripheral location. They must not be in the area surrounding the regional centers of Halle (Saale) , Magdeburg and Dessau-Roßlau , only unified municipalities are permitted here. In addition, a maximum of 40% of the inhabitants of the association may belong to the central location of an association.

Associated municipalities have their own directly elected municipal council and mayor . The member communities with at least 1000 inhabitants each remain legally independent.

According to the Association of Municipalities Act of Saxony-Anhalt, the municipalities are assigned the following tasks:

  • Land use planning
  • Sponsorship of general education schools
  • Establishment and maintenance of social facilities (if they are used across communities)
  • Construction and maintenance of sports and leisure facilities (if they are used across communities)
  • Construction and maintenance of local roads that connect places together
  • Water supply and sanitation
  • Arbitration tasks
  • fire Department

In other federal states there are similar institutions to the association communities with different names (e.g. integrated community or administrative community ) and in some cases also with different tasks.

history

The association municipalities were newly created as part of the municipal area reform through the law on the association municipality in Saxony-Anhalt of February 14, 2008. In their function, they replace the previous administrative communities , provided these do not merge into a single municipality . The first association community in Saxony-Anhalt was the association community An der Finne, founded on July 1, 2009 . On January 1, 2010, the other 17 municipalities followed.

In Saxony-Anhalt there are 18 association communities, which are spread across all districts except the districts of Anhalt-Bitterfeld , Jerichower Land and Wittenberg . 20 cities and 94 municipalities have come together in them.
