Bavarian community day

The Bavarian Community Day is one of the four central municipal associations in Bavaria with headquarters in Munich . In 2029 of the total of 2031 municipalities belonging to the district , all 313 administrative communities in Bavaria, 201 special-purpose associations and 82 municipal legal entities belong  to it (as of January 1, 2019).

history

In order to better represent its own interests, on February 25, 1912, 56 communities in the Upper Bavarian Kolbermoor came together to form the " Association of rural communities of the Kingdom of Bavaria ". In 1914, the association had almost half of the 7,940 rural communities in Bavaria as members.

After the overthrow of the monarchy in 1918, the Bavarian State Ministry of the Interior recognized the association on January 11, 1919 as a common interest group for the Bavarian rural communities.

In the context of the "Gleichschaltung", the association of rural communities was dissolved after the National Socialist seizure of power by the "Law on the German Community Day " of December 15, 1933 on May 1, 1934 and transferred to the "Bavarian State Office of the German Community Day", which was a forced union of all German communities and community associations was. This communal unit organization was largely subject to Nazi supervision.

The re-establishment of the association of rural communities after the Second World War took place in 1947, whereby the statutes came into force in 1948. After the adoption of the Bavarian Municipal Code on June 12, 1954, the association was awarded the status of a public corporation by the Bavarian State Ministry of the Interior as the “ Bavarian Municipal Day”.

The Bavarian Community Day sees itself as the spokesman for the communities and has the following tasks:

National Assembly

The state assembly is the highest organ of the Bavarian community assembly. It determines the guidelines of the association's policy and elects the president, the two vice-presidents and the state treasurer.

Bureau

In addition to managing the municipal assembly, the Presidium's main task is to jointly with the state committee on draft laws and other projects of the state parliament and the state government as well as on municipal political issues of fundamental importance. It consists of the president, two vice-presidents, the state treasurer, the district association chairman and the director ( executive member of the presidency ).

Uwe Brandl has been President of the Bavarian Community Congress since 2002. In 2008 he was re-elected with 100% of the vote. He was elected for the third term on October 14, 2014.

State Committee

The State Committee meets between the meetings of the State Assembly and has the task, together with the Presidium, to take a position on bills and other projects of the State Parliament and the State Government as well as on local political issues of fundamental importance. It consists of the Presidium, the deputy district association chairmen and representatives of the administrative association, special purpose associations and municipal companies belonging to the municipal assembly.

Office

The Bavarian Community Day has an office in Munich that is divided into 13 sections and is managed by the director of the Bavarian Community Day. This function was assigned to Jürgen Busse from October 1999 to October 2015 . His predecessors included Eckhart Dietl (October 1989 to September 1999), Hans Ludyga (January 1973 to September 1989) and Peter Gröbner (1959–1972, from 1966 also chairman). Jürgen Busse's successor has been his deputy Franz Dirnberger since November 1, 2015.

The municipal workshop, operated by the subsidiary Bayerischer Gemeindetag Kommunal-GmbH, is an educational partner for the member municipalities. The former ipse Service GmbH is a self-help facility for the maintenance of community water supply and sewage disposal close to the people and was founded in 2003 together with 12 special purpose associations; since 2012, all shares have been held by the parish council. The community day is also involved in the KUBUS Kommunalberatung und Service GmbH , a company of municipal umbrella organizations in Mecklenburg-Western Pomerania, Schleswig-Holstein and Bavaria.
