Arturo Brizio Carter (born March 9, 1956 ) is a retired Mexican football referee . He is particularly known for his participation in the 1994 World Cup and the 1998 World Cup , in which he set a record with a total of seven dismissals .

Athletic career

Carter made his international debut in the mid-1980s when he particularly directed finals for junior national team tournaments such as the 1989 U-20 World Cup . After whistling four games including a semifinal at the 1992 Summer Olympics , he was one of the selected referees of CONCACAF two years later at the World Cup finals in the United States . Overall, he directed three tournament games, including the opening game between the reigning world champions Germany and Bolivia and the quarter-final game between Nigeria and the eventual finalist Italy . In each of the three games he was sent off. Four years later, he also whistled three games, again with the encounter between the Netherlands and Argentina, he was in charge of a quarter-final match. In the course of the tournament, he sent four players off the field, including a red card against Zinedine Zidane . In qualifying for the 2002 World Cup , he was still used, but was not one of the five CONCACAF referees nominated at the World Cup finals in Asia.

Carter's main job is a lawyer.
