The Azerbaijani Declaration of Independence ( Azerbaijani İstiqlal Bəyannaməsi ) took place on May 28, 1918. The Azerbaijani National Congress prepared the text, eight of its members signed it in Tbilisi, Georgia . These were Hasan bey Aghayev , Feth-Ali Hoyski , Nasib Yusifbeyli , Jamo bey Hajinski , Shafi bey Rustambeyli , Nariman bey Narimanbeyov , Javad Malik-Yeganov and Mustafa Mahmudov .

Background and process

From March 31 to April 2, there were massacres of Muslim people in and around Baku . Then Tbilisi became the headquarters of the Azerbaijani national movement. After the Transcaucasian Democratic-Federal Republic broke up on May 26, 1918, the Azerbaijani part of the former federation was renamed the Azerbaijani National Congress . He quickly took over parliamentary functions and announced the establishment of the Democratic Republic of Azerbaijan on May 28, 1918, commented on by Rasulzade :

The provisional seat of the Azerbaijani government under Feth-'Ali Hoyski was in Ganğe , as the Russian Bolsheviks continued to operate in Baku . To fight for Baku, the industrial and intellectual center of Azerbaijan , the "Caucasian Islam Army" was set up at the beginning of June 1918, with massive support from Ottoman troops under Enver Pasha .
