A group of four large emerging economies - Brazil , South Africa , India and China - is referred to as BASIC countries , which had committed themselves with an agreement of November 28, 2009, at the UN climate conference , which took place from December 7 to 18, 2009 took place in Copenhagen to act together.

This new geopolitical alliance was initiated and led by China. She played a key role in negotiating the Copenhagen Accord (also known as the Copenhagen Accord ) with the United States . However, this key final document of the Copenhagen Conference was only noted by the participating states and not formally adopted and is therefore not legally binding.

At their meeting in Cape Town in April 2010, the environment ministers of these four states advocated the conclusion of a legally binding agreement and long-term cooperation under the UN Climate Convention (UNFCCC) and its Kyoto Protocol at the next UN climate conference in Cancun in November 2010 , Mexico , or at the latest at the following conference in 2011 in South Africa.
