Uniform federal specification of services

The federal uniform directory of billable dental services (abbreviated: federal uniform directory of services, BEL ) contains all dental services that can be provided within the framework of contract dental care for those with statutory health insurance. The BEL is agreed between the National Association of Statutory Health Insurance Funds and the Association of German Dental Technicians Guilds (VDZI) in accordance with Section 88 (1) SGB V.

BEL II new

The VDZI and the National Association of Statutory Health Insurance Funds revised the BEL II from 2006. The new BEL II-2014 came into force on April 1, 2014.

Pricing

The prices for dental technology services, insofar as they are dental prostheses for patients with statutory insurance, are set out in a maximum price list ( federal uniform list of services for dental technology services BEL II ). In the case of private patients , prices can be calculated according to the principles of appropriateness and local custom. The uniform national designation list for dental technology services (BEB) is the basis for this.

According to Section 57 (2) SGB V, the prices applicable to practice laboratories for legally insured patients are reduced by 5% compared to the prices that commercial laboratories may charge, since a commercial laboratory - in contrast to the practice's own laboratory - is subject to trade tax . Dental work is subject to the reduced VAT rate of 7% (as of 2017). The legislator wants to offer inexpensive dentures . That is why many statutory health insurance companies recommend their patients to find out about cheap dentures from abroad. Some health insurance companies also give their insured persons recommendation lists that contain German dental laboratories that produce dentures at comparatively low prices.

Standard supply

SHI Head Association and the VDZI place until 30 September of each year in accordance with § 57 para. 2 SGB V the nationwide average prices for dental services in the usually supplies the diagnosis-related fixed subsidy system established. Implant supply

The BEL applies to implant restorations only for exceptional restorations in accordance with Section 57, Paragraph 2, Clause 9 of SGB V

For the exceptional cases according to No. 36 of the Dental Prosthesis Directive ( BAnz 2005, p. 4094, of March 18, 2005, came into force on January 1, 2005), the BEL only forms the billing basis for the services specifically marked there. All other dental services provided in connection with implants will be billed according to actual expenditure.

Other services

Services for fracture treatment , epitheses , resection prostheses and obturators , which are not listed in the BEL, are billed according to actual expenditure.

According to § 2 Paragraph 4 of Annex 1 to the agreement on the nationwide list of services for billable dental services from July 1, 2013, in addition to the services listed, the costs for special plastics, soft plastics, ready-made parts, implants, implant abutments and the implant- related connecting elements , registration tools for support pin registration , artificial Teeth and dental alloys containing precious metals (not solders , except for repairs and extensions) are billed. For metal connections for repairs / extensions according to L-No. 807 0, 75% of the costs for the plumb bobs can be billed. Among the clothing finished parts include attachment to the bridge division, Kugelknopf anchor on root caps and within the framework of orthodontic treatments screws, locks, tubes etc. Prefabricated braces, labial arches etc. are no ready-made prefabricated parts but assembled auxiliary parts (semi-finished products). The type, quantity and price must be shown on the invoice. The prefabricated auxiliary parts (semi-finished parts) are, like the other materials, compensated for with the payments for the services listed.

Invoicing

External work may not be shown as internal work. If external services (including partial services) are billed, a copy of the invoice from the manufacturing dental laboratory must be attached to the bills.

For the production of dental services within Germany, the place of manufacture (e.g. Frankfurt am Main), outside Germany the country of manufacture (e.g. France) must be specified.

Joint BEL Committee

The VDZI and the National Association of Statutory Health Insurance Funds form a " Joint BEL Committee " which gives consensus on the interpretation of the respective service content. The Committee has there with the cash-dental Federal union to conduct setting. It publishes the agreed findings in joint circulars.

Private services in dental technology

The BEL is not binding for privately insured patients and for private services for patients with statutory health insurance. The dental technology costs can - as with all traders - be calculated by the respective dental laboratory according to appropriateness and local custom. The national uniform list of names for dental technology services (BEB) is mostly used as a calculation basis.
