Act 1

At the beginning of the first act, the protagonist Strat remembers his first "encounter" with rock'n'roll ('Love and Death and an American Guitar (Strat's Soliloquy)'). The story takes place in a dystopian future, in the fictional city "Obsidian", formerly Manhattan. Strat and his friends Tink, Blake, Ledoux, Jaqwire and Zahara are forever teenagers and call themselves "The Lost". They protest in front of the "Falco Towers", the residence of the tyrannical head of Obsidian, Falco ('All Revved Up with No Place to Go / Wasted Youth'). Falco's only daughter, the teenage girl Raven, is watching from her bedroom window and sneaks outside. She meets Strat briefly, but is immediately called back into the house by her mother, Sloane. Falco, however, interferes in the argument and throws Tink to the ground, who was just about to spray the wall of the Falco Tower with graffiti. Ledoux then hits Falco on the head with a bottle, which leaves the latter with a facial injury. Falco eventually chases the group away and returns to the Falco Towers, where Raven complains to him that she always has to stay indoors. After Falco sends Raven to bed, he talks to Sloane about how he plans to rebuild Obsidian. However, this plan includes the destruction of unused subway tunnels that are used as accommodation for the "Lost" community. Both finally complain about "today's youth" and trust their own youth ('Who Needs the Young?'). Meanwhile, Raven tries on a Strat T-shirt she found on the street during the fight. Suddenly Strat climbs in through the window and steals a magazine with Raven's face on it. However, he has to leave quickly so as not to be seen by Sloane. Raven then asks her mother about "The Lost". Her mother tells her the story of the group: 25 years earlier, a chemical war attack and an earthquake shook the city. Some teenagers were trapped in a tunnel that filled with poison. However, they were not killed by this, but their genes were "frozen" so that they stay 18 forever. Raven is intrigued by this story. Eventually Sloane notices that Raven is wearing the unusual t-shirt. She then gives her daughter an early present for her 18th birthday: Falco's old biker jacket. Sloane also advises Raven not to make the same mistakes she does because she wants her daughter to be free and able to fall in love.

The next day, "The Lost" meet on an area of obsidian that they call the "Deep End". It is their hiding place, hidden in an unused subway tunnel. Strat's best friend, Tink, has an accident with his bike and is aggressive towards Jaqwire afterwards - but the argument is stopped by Strat, who takes Tink aside. Tink explains his unease about the fact that he is constantly mocked by the other members of the "Lost" because he does not remain at the level of an 18-year-old like the others, but in a younger state, which is why he is treated like a child by the others becomes. However, Tink is also secretly in love with Strat and tries to kiss him, but Strat evades. Meanwhile, Zahara discusses Falco's new plans and later tries to land at Strat, but is also rejected. As he leaves, Zahara advises him to forget about Raven, as a connection between the two would only complicate things. Strat doesn't want to give up, however, and longs to see Raven again; Blake, Ledoux, Tink and the other "Lost" discuss whether to kidnap Raven and demand a ransom. They then encourage Strat to go to Raven. ('Out of the Frying Pan And Into the Fire').

In the meantime, Jagwire drives his motorcycle up to the Falco Towers because he saw Zahara there. It is stated that the two have an ongoing, but not romantic, relationship that is in crisis. Zahara accuses Jaqwire of stalking her and wants to chase him away, but Jaqwire insists on his feelings for her. Although Zahara sees the authenticity of this feeling, she gently rejects it, as she cannot forget her first great love ('Two Out of Three Ain't Bad').

In the Falco Towers, Falco and Sloane celebrate a birthday party for Raven, but that leaves them cold. Raven asks her father again to explore the subway tunnels and to be with the "Lost", which he directly and strictly rejects. Sloane tries to lighten the mood by remembering the birthday, but soon she and Falco forget their daughter and remember how they got together in their wild youth ('Paradise by the Dashboard Light'), whereupon Raven frustrates the scene leaves.

In her room, Raven tears up family photos in tears until Falco and Sloane enter the room. They apologize for the ruined birthday and Zahara appears in a nurse's outfit. Zahara gives Raven "dream suppressive medicine" while Falco and Sloane put her to bed. In doing so, they quietly exchange the wish never to lose their daughter. After they both leave the room, Strat climbs back into the window, which wakes Raven. She is confused at first and cannot respond to Strat's question. He wants to leave, but Raven holds him back. The two speak out: Strat tells Raven about his life as "Lost", and Raven reveals that because of the medication she can never dream. Their conversation turns into a song ('Making Love Out of Nothing at All') and Strat invites Raven to join him for a night. Raven agrees, and just as the two are getting closer physically, Zahara storms into the bedroom and warns them that Falco is on the way to them. Strat and Raven escape through the window. On the street they meet Jaqwire on Strat's motorcycle, who advises both of them to flee as he is being followed by Falco's militia. Strat and Raven flee on the motorcycle, although Raven has doubts about it ('Bat Out of Hell'). Worried about what her father might do to Strat, she jumps off the motorcycle and runs away. Desperate and injured, Strat continues his journey at a breakneck pace. He overlooks a curve and is seriously injured and apparently killed in the accident.

Act 1 ends with Zahara and Tink finding his body. Zahara calls for help and Strat is eventually taken away.

Act 2

At the beginning of the second act, Falco captured numerous members of the "Lost". Falco is in the process of torturing Jaqwire when Zahara appears in her nurse outfit and Strat's t-shirt smeared with blood. She is informing The Lost that Strat has passed away when Raven and Sloane arrive. Raven collapses from what he hears and is taken away by Zahara and Sloane, while Falco and his militias continue to torture the "Lost" ('In the Land of the Pig, the Butcher Is King'). Back in her room, Raven mourns Strat's death and blames herself for leaving him alone ('Heaven Can Wait'). The Lost are still shocked to have lost their leader and confide in how chaotic their life stories are ('Objects in the Rear View Mirror May Appear Closer Than They Are'). Sloane, who has had enough of her husband's tyrannical behavior, comes to Falco with several members of the Lost who have not been captured and together they free the "Lost". Meanwhile, Zahara takes some blood from Raven and then wakes her up. They ask Raven to come with them. Unnoticed by either of them, Tink hid in the room; in a fit of jealousy, he tears up the pillows on Raven's bed and throws his knife at her photo. Zahara takes Raven to a safe place where she and Tink have been secretly hiding Strat. Strat miraculously survived the accident. Zahara gives Strat a transfusion of Raven's blood, which allows him to regain his strength. Shocked and overjoyed to see Strat alive, Raven wants to thank Tink, but rudely rejects her. Zahara forces Tink to leave with her, and Strat and Raven have a romantic reunion ('For Crying Out Loud').

The following day, Zahara returns to the Falco Towers to get Raven's belongings, but is stopped by Falco and asked by him to reveal Raven's whereabouts. She pretends not to know this place, whereupon Falco reveals that he knows she is one of the "Lost". Sloane joins them and defends Zahara. She tries to talk to Falco, but he pushes her away, whereupon she wants to attack him. Falco is about to beat Sloane when Zahara fires two warning shots and tries to leave the Towers with Sloane so they can both live in safety.

While Strat and Raven talk and Raven finally agrees to become his, the surprised "Lost" join them. They greet their leader "back from the dead" and ritually unite him with Raven ('You Took the Words Right Out Of My Mouth (Hot Summer Night)'). You are hosting a "wedding". Sloane also attends the ceremony and accepts Strat as Raven's partner. When Raven throws the bridal bouquet, it is caught by Zahara, who is at the same time overjoyed and insecure that she has caught it, so she throws it on and it is finally found by a female "Lost" member - Scherzo. This then makes Sloane a proposal.

After the "wedding", Strat and Raven talk to each other in the dunes - Raven tells him that she can dream for the first time in her life. Both are interrupted by the jealous Tink, who asks Strat to send Raven back to Falco. Strat refuses, which leads to a heated argument between him and Tink, in which Tink vows to get rid of Raven and laments his unrequited feelings for Strat ('Not Allowed to Love'). At the Falco Towers, Falco tries unsuccessfully to prevent Sloane from leaving him, having already lost Raven ('What Part of My Body Hurts the Most'), and now remains all alone and reflects on his actions. He is later visited by Tink, who offers him a deal: he will lead him to Raven if no one is injured and the "Lost" are left alone after he has Raven back. Falco agrees, amused by Tink's betrayal.

In "Deep End," the "Lost" continue to celebrate the bond between Strat and Raven, while Jaqwire continues to try to win Zahara over ("Dead Ringer For Love"). The celebration is interrupted by Falco, who storms the "Deep End" with his militia and Tink. He reveals the pact that he and Tink have made and orders that the "Lost" should return Raven to him. Everyone refuses, however, and a scramble ensues that ends abruptly when Falco accidentally shoots Tink. Tink collapses while Falco is led away. Overwhelmed with shock and anger, Strat sends away Raven, who runs away heartbroken. Weakened by the loss of blood, Tink apologizes for his actions: he just wanted everything to stay as it is. Strat forgives him and assures him that he will always be his best friend and soul mate. Tink dies in Strat's arms and the Lost hold a funeral for him ('Rock and Roll Dreams Come Through'). Meanwhile, Raven has no choice but to return to her father, where she angrily blames her father for ruining everything.

Six months later, Sloane is still wandering the city alone, monologueing how she tried unsuccessfully to bring her youth back. Raven has become a hermit in her room until Strat gets back in through her window. He apologizes for sending her away six months ago, knowing that Tink's death wasn't her fault and that he still loves her. Raven realizes she's still in love with Strat, just as Sloane realizes and returns to Falco ('It's All Coming Back to Me Now'). However, Raven still has doubts, knowing the two cannot be together. Strat doesn't understand this at first, until Raven reveals to him that she will still age while he stays young forever. Strat assures her that he doesn't care about her aging and that he always believes she will be 18 and he will always love her.

In the finale, Strat and Raven, Falco and Sloane, as well as Zahara and Jaqwire swear their love ('I'd Do Anything For Love (But I Won't Do That)').
