The Baukultur Report , which appears every two years, is the most important medium of the Federal Baukultur Foundation and, as the official status report on planning and building in Germany, is also a political instrument.

The Baukultur report 2014/15 "Built living spaces of the future: Focus on the city" provides the findings and positions of the Federal Foundation for Building Culture, experts and the public on the subjects of "Housing and mixed quarters", "Public space and infrastructure" and "Planning and process quality" in connection with the urban environment. The core of the Baukultur Report are two statistical surveys: a municipal survey by the German Institute for Urban Studies (Difu) with the support of the German Association of Cities and the German Association of Cities and Towns, as well as a general population survey on the residential and living environment by the opinion research institute Forsa . The results of the two surveys are also presented in detail in the accompanying volume “Baukulturbarometer”. The knowledge gathered leads to concrete recommendations for action for all those involved in planning and building. The Baukultur Report 2014/15 is also available in English and French.

The topics of the Baukultur report were re-illuminated with the magazine “Neue Raum” by the team from the magazine Stadtaspekte and illustrated with reports, interviews, photo series and illustrations.

Political process

After the Baukultur Report 2014/15, which was completed in summer 2014, was handed over to Federal Minister Barbara Hendricks , dealt with by the Federal Cabinet at the end of October 2014 and referred to the Bundestag (Drs. 18/3020), it was published on November 16 and 17, 2014 as part of the The Convention of Building Culture in Potsdam was presented to the public and the media for the first time and its recommendations for action could be discussed.

On February 5, 2015, the 85th session of the Bundestag debated the content of the 2014/15 Baukultur Report in detail. The Committee for the Environment, Nature Conservation, Building and Nuclear Safety then dealt with it in a public technical discussion on March 25, 2015. The Chairman of the Board of the Federal Foundation Reiner Nagel presented the content, focal points and possible political consequences of the report. This enabled the Federal Foundation to incorporate its inventory of planning and construction in Germany with the resulting recommendations for action directly into federal policy. On June 11, 2015, the Bundestag finally passed a cross-party resolution (Drs.18 / 4850) to the Federal Government, which, among other things, instructs the Federal Foundation and the Federal Government to deal with the implementation of the recommendations for action in the Baukultur Report and other thematic priorities. On October 29th and 30th, 2015, the conference of building ministers of the federal states dealt with the building culture report 2014/15 and asked the federal government by resolution to include the results of the report in the orientation of the urban development and building policy including the funding instruments.

The Baukultur Report 2016/17

The Bundesstiftung Baukultur has been working on the second Baukultur report since 2015, which will focus on medium-sized, small-town and rural areas under the heading “City and Country”.

This report will again have three focus topics, derived from the three Baukultur Workshops 2015: “Vital communities”, “Infrastructure and landscape” and “Planning culture and process quality”. Once again, a municipal survey and a population survey were carried out in order to be able to record the specific challenges and needs in Germany beyond the big cities. It emerged, for example, that despite tendencies towards rural exodus , the country is the most popular place to live. In addition, there was an online dialogue with residents of small towns and villages.

In preparing the Baukultur Report 2016/17, the Federal Foundation is supported by the German Institute for Urban Studies (Difu) in cooperation with the “Research Group City & Village” and is also advised by professional associations and an advisory group made up of experts from various disciplines.
