The Federal Foundation for Building Culture , based in Potsdam , advocates building culture as a social value. As a communication foundation, it promotes public discussion through events, collaborations and publications. The foundation initiates wide-ranging debates about the social relevance of the built environment, the quality of municipal or private construction projects and the processes behind them: planning and designing as well as construction. In addition to people from different planning professions, such as architects, engineers, traffic or landscape planners, the building owners, e.g. B. the real estate and housing industry, the construction industry as well as politics and administration are the target group of the foundation. The primary goal, however, is to make citizens more aware of the importance of building culture for their everyday environment and to convey a better understanding of planning processes and building projects.

Baukultur report

Baukultur Report , 2014/15

The Baukultur Report , which appears every two years, is the most important medium of the Federal Baukultur Foundation and, as the official status report on planning and building in Germany, is also a political instrument. The report links positions of the Federal Foundation with project examples from the Baukultur workshops and arguments from expert discussions. In addition, there are statistical data as well as the results of a municipal survey on planning practice and a population survey on the living and living environment. The knowledge gathered leads to concrete recommendations for action for all those involved in planning and building. The topics of the Baukultur report were re-illuminated with the magazine “Neue Raum” by the editors of the magazine Stadtaspekte and illustrated with reports, interviews, photo series and illustrations.

Baukultur workshops

The building culture workshops have been the central event and work format of the Federal Building Culture Foundation since 2014, aimed at various actors from planning, business and administration, but also at interested citizens. With keynote speeches and the presentation of exemplary projects, but also discussion rounds, exhibitions, city walks and a project exchange, they offer a platform on which transferable solutions can be conveyed and discussed and networks can be expanded. The results of the workshops flow directly into the building culture report, which with its recommendations for action is addressed directly to the federal government and other important building culture professionals.

The three workshops of 2014 took place in the Berlin Academy of the Arts with the thematic focus on the city and the aspects of “mixed quarters”, “public space and infrastructure” and “planning and process quality” . It was discussed how the city ​​of the future must be specifically planned and designed so that it can be strengthened and further developed as a place to live, live and work in its unique diversity for all residents and user groups.

With the new focus on "City and Country", which focuses on small and medium-sized towns and rural areas, the Baukultur Workshops in 2015 focused on the aspects of "vital communities" and again "public space and infrastructure" as well as "planning and process quality" Kassel, Regensburg and Frankfurt am Main as guests. The aim was to find new perspectives for the spaces away from the metropolises.

Baukultur specifically

The Baukultur concrete project examines the framework conditions for building culture in rural areas in view of the energy transition, demographic change and changed lifestyles. In particular, the differences between these areas are highlighted, which in some places are affected by rural exodus, in other places are increasingly sprawled. The contradicting appearances and functions of these rooms, which include agriculture and energy production, new residential, commercial and logistics locations as well as traditional townscapes and tourist attractions, should be agreed with the project and lead to a new understanding of the roles of these rooms.

These topics will be discussed with experts in technical discussions or on the building culture salons, but also constitutes the main theme of building culture workshops in 2015 and the building culture report 2016/17. Is carried out the research project under the supervision of the Federal Foundation for Building Culture by the Federal Ministry for the Environment and the Federal Institute for Building, Urban and Spatial Research as part of the Research Program Experimental Housing and Urban Development (ExWoSt).

Events and appearances

Convention of Building Culture

The Baukultur Convention, which takes place every two years, is the central forum for forming opinions within the Federal Baukultur Foundation. In addition to determining where the environment is, current issues are discussed and possible solutions are questioned. The 2014/15 Building Culture Report was presented to the public for the first time at the 2014 Convention. On the podium and during table discussions, the report was reflected and commented on by the convention members and guests and, in a second step, the recommendations for action were evaluated and prepared for concrete implementation.

Baukultursalon

With the Baukultursalon, the Bundesstiftung Baukultur created an event format in 2014 at the foundation's headquarters in Potsdam. References to Potsdam are taken up, for example in November 2014 in connection with an exhibition by the artist Mary Bauermeister , current topics nationwide are taken up or aspects from the Baukultur report or the Baukultur project are specifically deepened, such as the meaning of localities in December 2015.

Baukultur Dialog

With the Baukulturdialog format, current local and regional issues with nationwide relevance are brought up at various locations in Germany - for example in July 2015 on the transport infrastructure of the post-war period using the example of Hochstraße in Halle (Saale).

Ettersburg conversation

The Ettersburg Conversation, which has been held annually at Schloss Ettersburg near Weimar since 2009, is an exclusive exchange of experiences between decision-makers in the construction and real estate industry and politics. On the basis of promising projects, it should be made clear that Baukultur quality and economic efficiency are not contradictions and that Baukultur is an important location factor for Germany. In 2015, the participants adopted a joint strategy paper for more fairness in building. The Ettersburg Talk is organized by the Federal Building Culture Foundation.

measure up

In order to reach the construction and real estate industry, the Bundesstiftung Baukultur is regularly represented at the real estate fairs Expo Real in Munich and MIPIM in Cannes as well as at the BAU trade fair in Munich. At Expo Real and MIPIM, the Federal Foundation is holding a panel discussion on the importance of building culture for the real estate industry.

International symposia

The Federal Foundation for Building Culture also invites you to international events, for example at the Expo 2015 in Milan together with the Association of German Landscape Architects on the subject of “Green Infrastructures”. In 2014, the Foundation invited to an international symposium as part of the Venice Architecture Biennale , which dealt with the future of the lagoon city and asked about general aspects of the city of the future based on the aspects of climate change and mass tourism.

Photography award

With the award of the photo prize "Baukultur im Bild - Raum und Menschen" (Building Culture in Pictures - Rooms and People), which honored pictures of buildings with their users, that is, directed against the mostly deserted architectural photography, the Federal Foundation for Building Culture encouraged a direct examination of the built space. A 2016 tarnished cooperation with the European Architectural Photography Prize Architecture image is to deepen this priority.

Public presence

In addition to their own event formats, the Foundation's board and employees are present at numerous events, as speakers, moderators or jury members. In order to reach a broad public, the Federal Baukultur Foundation also cooperates regularly with associations, municipalities, manufacturers and the media.

The Federal Baukultur Foundation takes a position in press releases, interviews and guest articles on discussions that affect society as a whole, for example on the housing shortage, public participation or power lines, but also on the future of single-family house areas or the usefulness of large-scale thermal insulation.

The development association Bundesstiftung Baukultur, recognized as a non-profit, supports the work of the Bundesstiftung Baukultur with its more than 950 members (as of December 2015). Members are private individuals, planning offices and companies from all areas of planning, construction, operation and use of buildings, private and public spaces as well as infrastructure and landscape. The general meetings, specialist excursions and the open forums serve to facilitate networking and exchange with local and regional actors and initiatives.

Creation of the foundation

In 1999, architects and planners complained about the passive role played by the Federal Republic in relation to questions of architecture and building culture, with particular criticism of the lack of a nationwide architectural dialogue. The then Federal Ministry of Transport, Building and Housing then founded the Architecture and Building Culture Initiative , which formulated a recommendation to establish a Building Culture Foundation. In 2006 the Bundestag finally passed the law on the establishment of a Federal Baukultur Foundation with the votes of all parties, and in 2007 the foundation's committees were constituted at the founding convention. In 2008 the Federal Foundation for Building Culture in Potsdam began its operational work. The development association Bundesstiftung Baukultur was responsible for coordinating the founding process.

Structure of the foundation

The organs of the foundation are named in the Foundation Act. They consist of the foundation board, the board of directors and the advisory board.

The Board of Trustees decides on all matters that are important for the Foundation and its development. It consists of 13 members who are appointed by the Bundestag, the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety , the Federal Ministry of Finance and the Federal Government Commissioner for Culture and the Media, as well as the Baukultur Convention.

The advisory board is appointed to provide technical advice to the foundation council and the executive board. It consists of a total of 20 members from various disciplines, three quarters of whom are appointed by the Board of Trustees at the suggestion of the Baukultur Convention.

The board of directors represents the federal foundation and handles its day-to-day business and legal transactions. It consists of two people, the Chairman of the Management Board and his deputy, both of whom are appointed by the Board of Trustees. The architect and urban planner Reiner Nagel has been Chairman of the Board of the Federal Foundation for Building Culture since May 2013 . His predecessor was the urban planner Michael Braum from March 2008 to February 2013 . The art and architecture historian Anne Schmedding has been the deputy chairwoman of the board since February 2017 . Previously, from March 2016 to October 2016, these were the lawyer Nicole Heizmann, from September 2010 to December 2013 the lawyer and cultural manager Nicole Schneider and from March 2008 to October 2009 the journalist and curator Veronika Brugger.

The Baukultur Convention, which meets every two years, is the central body for forming opinions within the Federal Baukultur Foundation. It currently consists of around 380 people involved in building culture and representatives from institutions in Germany that are active in building culture. Newly appointed members are elected at every second convention.
