The Architecture and Building Culture Initiative is a loose amalgamation of various chambers, associations, associations and cultural institutions in the building industry in Germany . On October 17, 2000, the Federal Ministry of Transport, Building and Housing launched the Architecture and Building Culture initiative . The starting point was a paper in which goals, topics and questions were roughly outlined. In the following year, surveys, studies, interviews and a series of events were organized, the results of which were regularly discussed at the so-called round table of the initiative partners.

A status report on building culture was published at the end of 2001 . It was stated: “Baukultur concerns everyone because the built environment influences and changes every single citizen. Questions of architecture and building culture have so far not been discussed sufficiently in public. ”The report precisely defined the tasks and goals of the initiative. At the end of the report there were recommendations for policy-makers and professionals and an urgent request to start implementing these recommendations.

In April 2003 the first convention of building culture took place in Bonn . A federal building culture foundation was also suggested there. This foundation aims to strengthen the demand for sophisticated architecture and building culture by coordinating various initiatives at all levels. The foundation aims to promote building culture in the long term. The aim is to create good framework conditions for a high level of building culture in Germany as well. Conditions that many neighboring European countries have had for years.

Half a year after the first Baukultur Convention, the Bundestag passed the motion “Advancing the quality offensive for good planning and building” with the votes of all parliamentary groups. In the application, the Bundestag called on the Federal Government to prepare advice on a foundation law and to present a concept for the structure of the Federal Baukultur Foundation.

In December 2004, the federal government presented the draft law to establish the Federal Building Culture Foundation. On May 12, 2005, the Bundestag unanimously adopted the bill in second and third readings. On June 17, 2005, however, the draft failed in the Federal Council . The 2nd convention of building culture, planned for November 2005 in Berlin, was canceled due to the failure of the legislative procedure. The federal foundation was written into the coalition agreement of the grand coalition. As expected, the draft law passed the Bundestag on October 26, 2006, the Bundesrat on November 24, 2006 and came into force at the turn of the year 2006/2007. A key goal of the initiative has thus been achieved.
