Certificate of proficiency FB2

The patents issued by the Yachtsport Association and the Austrian Sailing Association and the Motorbootsportverband for Austria for various sailing areas are considered Austrian certificates of proficiency for driving yachts . The corresponding smaller driving licenses in Germany are sport boat driving licenses , in Switzerland skipper licenses and in the United Kingdom yacht masters .

These certificates / patents are not valid on inland waters. The corresponding patent for lakes, rivers and waterways (e.g. also the Danube ) is the skipper's patent .

Driving areas

Certificates are issued according to the driving area:

  • The drive region 1 (FB 1) extends up to nautical miles from the coast,
  • the drive region 2 (FB 2) up to 20 nautical miles and
  • the cruising area 3 (FB 3) up to 200 nautical miles from the coast.
  • The driving portion 4 (FB 4) covers the remaining area of the sea from.

Every certificate of competence can be acquired directly. The ID for FB1 is therefore not a prerequisite for FB2 etc.

Certificate of proficiency for day trips and tidal flats (driving area 1)

This certificate of competence / patent entitles the holder to independently drive yachts in sailing area 1 (FB1). This includes sailing near the coast and on sheltered waters within three nautical miles of the coast (from the mainland or islands).

requirements

  • At least 16 years
  • physically and mentally suitable for driving a yacht
  • Proof of instruction in emergency life-saving measures (car driver's license is recognized)
  • Seafaring practice
    • 50 nautical miles (especially as a guard)
    • Practice only applies from the age of 14
    • At least one night control (not with MSVÖ)

Theoretical exam

The theoretical exam consists of a written multiple-choice test and a map work.

Practical exam

The practical test can take place on an inland waterway. The test for the license for driving area 1 is therefore the only one that can be taken entirely in Austria. The minimum length of the boat during the test must be 5 m.

Who already have a skipper patent has Danube, no more practical exam must be completed. For people who want to acquire the certificate for inland waters as well as those for day trips and trips to the mudflats, it is therefore advisable to take the inland test first.

Certificate of proficiency for coastal travel (driving area 2)

The certificate of proficiency / patent for coastal sailing entitles the holder to independently drive yachts in range 2: that is the area of ​​20 nautical miles, measured from the coast. This enables journeys between nearby ports along the coast.

  • Age: At least 18 years
  • Physical and mental aptitude to drive a yacht
  • Instruction in life-saving emergency measures
  • Nautical and technical knowledge (nautical practice)
  • Maritime experience to guide
  • Driving license or patents as a basis from other EU countries are recognized.
    • 500 nautical miles, especially as a skipper or guard
    • Minimum age for seafaring experience: 14 years
    • At least 20 days on board (MSVÖ: 18)
    • At least three night trips (not with MSVÖ)
    • Minimum length of the yacht 6 m (not with MSVÖ)

Question work in the theoretical exam

The questions of the theoretical exam are asked in a multiple-choice system . This part of the exam can be carried out on the PC.

120 questions are asked, 80 of which must be answered correctly. 150 minutes are available for this.

Holders of the sailing license A do not have to answer the basic 60 questions. You must answer 40 of the 60 questions correctly. The examination time is 90 minutes.

Card work in the theory test

The card work comprises 20 to 25 questions, two thirds of which must be answered correctly. There are 120 minutes available for this.

Facilitation of the theoretical examination

The theory test is completely waived if the candidate has previously passed the theory test for driving area 3 or 4. The deadline for the practical test must nevertheless be adhered to.

Practical exam

The practical test examines whether the candidate can safely drive and maneuver a yacht at sea, in coastal areas and in port. Part of the test is carried out at night. The examination time per candidate should not significantly exceed six hours.

The practical exam must be completed within 24 months of the theoretical exam.

Certificate of proficiency for driving close to the coast (driving area 3)

The certificate of competence / patent for sailing close to the coast entitles the holder to independently drive yachts in range 3: that is the area of ​​200 nautical miles, measured from the coast. This enables trips to coastal waters such as the Mediterranean, the Black Sea and the Baltic Sea.

  • Physical and mental aptitude to drive a yacht

  • Driving license or patents as a basis from other EU countries are recognized.
  • Radio certificate
    • 1000 nautical miles, especially as a skipper or guard
    • of which 100 nautical miles outside of sailing area 2 in two different areas (not with MSVÖ)
    • At least 250 nautical miles as a skipper
    • Minimum age for seafaring experience: 14 years
    • At least 30 days on board
    • At least five night trips (not with MSVÖ)
    • Minimum length of the yacht 7 m (not with MSVÖ)

Question work in the theoretical exam

140 questions are asked, 93 of which must be answered correctly. 180 minutes are available for this.

Holders of the sailing license A do not have to answer the basic 60 questions. You have to answer 53 of 80 questions correctly. The examination time is 120 minutes.

The learning objectives are the same as for driving area 2.

Card work in the theory test

The card work comprises 25 to 30 questions, two thirds of which must be answered correctly. 180 minutes are available for this.

The learning objectives are the same as for driving area 2.

The theory test is completely waived if the candidate has previously passed the theory test for driving area 4. The deadline for the practical test must nevertheless be adhered to.

The certificate of competence for worldwide voyage entitles the holder to independently drive yachts in range 4: This is the area that extends over 200 nautical miles, measured from the coast.

    • another 200 nautical miles outside of sailing area 3 in a third area (not MSVÖ)
    • At least 1000 nautical miles as a skipper
    • Minimum age for seafaring experience: 14 years
    • At least 70 days on board
    • At least ten night trips (not MSVÖ)
    • Minimum length of the yacht 8 m (not MSVÖ)

Question work in the theoretical exam

160 questions are asked, 107 of which must be answered correctly. 210 minutes are available for this.

Holders of the sailing license A do not have to answer the basic 60 questions. You have to answer 67 correctly out of 100 questions. The exam time is 150 minutes.

The learning objectives are the same as for driving area 2.

Card work in the theory test

The card work comprises 35 to 40 questions, two thirds of which must be answered correctly. 300 minutes are available for this.

In addition to the learning objectives of travel area 2, great circle navigation and astronomical navigation are also checked.

Practical exam

The practical test examines whether the candidate can safely drive and maneuver a yacht at sea, in coastal areas and in port. Part of the test is carried out at night. The examination time should not significantly exceed twelve hours per candidate. At least half of the test is carried out out of sight.

The practical exam must be completed within 24 months of the theoretical exam.

International Certificate (ICC)

International Certificate of Competence

On request, an International Certificate for Operators of Pleasure Craft can be issued in addition to or instead of the certificate of competence. The international certificate is issued by the YSVÖ or ÖSV or the MSVÖ and confirmed by the Federal Ministry for Transport, Innovation and Technology . The applicant does not have to be an Austrian citizen and the patent is internationally recognized.

There are no EU administrative regulations or internationally binding regulations on the necessary driving licenses on pleasure boats. The individual states are responsible. As a rule, the states mutually recognize the officially recognized yacht driving licenses and patents for operating privately used yachts. Since Austria itself has no coastline, Austrian citizens are not required to acquire a certificate of competence. The certificates of proficiency of the Austrian Sailing Association OeSV and the Motorboat Sports Association MSVÖ are recognized as equivalent to local, compulsory driving licenses, at least in the Mediterranean countries. The United Nations in Resolution No. 40 defines the international certificate and recommends its recognition.
