With the German Authority Finder (BFD), citizens and companies can obtain information about the services of the public administration on the Internet via a uniform Internet platform.

Background and concept

The BFD was conceived and developed as part of the Deutschland-Online project “Association of Internet Portals / Responsibility Finder”. Since the end of 2008, the e-government application has been managed by the BFD Business and Coordination Office (GK BFD) at the Ministry of the Interior of Saxony-Anhalt, as well as administratively and organizationally supported.

As a central mediation portal, the BFD is networked with almost all local authority finders ( responsibility finders of the federal states). Using a search system developed in-house, the user can find information on his administrative concerns in the form of information, communication and interaction offers (services) from the relevant responsible body. Opening times and fees, downloads of required documents, contact details or forms from the relevant authorities and offices, various service processes, special notes and / or pure information on topics such as marriage, childcare, naturalization, etc. are provided. Citizens and companies do not need to know the federal administrative hierarchies. It is sufficient for them to state their place of residence and the desired concern.

Function and stage of development

After the user has entered a search term - e.g. change of identity card - and selected a location, he is referred to the service in question in the responsible local authority finder. The service catalog of the public administration LeiKa , which is integrated in the system, supports the search by means of an AZ directory for the quick location of administrative services. The BFD itself does not provide any content. The content is maintained by the editors of the connected local responsibility finders. This means that local regulations and facts are also taken into account in the search.

In this context, the BFD is structurally related to the authority number 115 . Both applications use content from local authority finders and administration portals. It is up to the citizen to choose the information medium.

In addition, the authority number 115 uses the authority finder Germany as a fall-back search engine . The authorities finders of the federal states of North Rhine-Westphalia and Bremen are not yet connected to the BFD.

With the help of the BFD, citizens and companies should be able to prepare themselves optimally for dealing with authorities, find the right contact person within a short time and avoid unnecessary visits to authorities. The primary goal of the BFD is therefore the nationwide connection of all local authority finders.

The secondary objective includes the systematisation of public services on the Internet. More than 2,000 cities, around 11,000 municipalities and over 20,000 authorities have their own portals on which services are described. The main administrative services should be comprehensively and easily accessible via a central address.
