The weapon was developed as a companion carbine for the American police to increase their effective range. There was never a fully automatic variant because it is not necessary for this purpose. Therefore a civil use is also possible. In Germany, a ten-round magazine is included in the basic version, but all 90 series magazines fit . The 9 × 19 version of the rifle can also be adapted for the use of magazines for the Beretta PX4 Storm or 80 series using two replacement parts available from the factory .

The Cx4 Storm is a compact, lightweight weapon. Heavy hard metal parts were reduced to a minimum and replaced by lighter materials such as plastic and aluminum, but also CFRP . The barrel is 42 cm long and thus offers a good basis for shooting up to 100 m away according to the intended use by the US police. A long Weaver rail on top and three short Weaver rails on the fore-end are available for this handy carabiner , and an extendable rail is also integrated into the front end of the stock. This means that the carabiner can be equipped with a number of aiming aids, handles, etc. depending on the intended use or the civilian sport discipline. In the two humps on the top front and rear, the rifle also has a folding sight with two hole sights (50 m / 100 m) and a height-adjustable front sight. The entire appearance of the weapon was co-developed by a designer in order to have a de-escalating effect in confrontations with the police. For this reason, the shaft in Navy Blue was planned as an additional color. This design has never been adopted for the civil market.
