The Berlin city cleaning (BSR) is a service company of Berlin and responsible for garbage collection, street cleaning and waste treatment. With around 5,400 employees, the company is one of the largest employers in Berlin and the largest municipal waste disposal company in Germany.

The BSR disposes of the Berlin household, organic and bulky waste and is also responsible for emptying the recyclable bins in some urban areas. In addition, the employees keep the streets and squares clean and ensure safe roads in winter. In addition, the BSR operates, among other things, the Berlin waste-to-energy plant, a biogas plant and 15 recycling yards .

Company history

From October 1, 1875, the entire public street cleaning of the city of Berlin became part of local self-government by royal cabinet order . In 1894, the Berlin house owners founded the Berliner Grundbesitzer GmbH business cooperative for garbage disposal in order to be independent of the private collection companies. On October 1, 1922, the newly formed Berliner Müllabfuhr-Aktiengesellschaft (BEMAG) took over the garbage collection company. The municipality held a quarter of the share capital, but had secured supervision through the chairmanship of the supervisory board (Lord Mayor). The city gradually acquired shares in the company, in 1927 they were 85.8 percent. From April 1, 1935, BEMAG was converted into a municipal waste disposal facility.

On August 27, 1945, the Greater Berlin Street Cleaning and Garbage Collection was set up on the orders of the Allied Command . The four-power status led to the division of the city administration and thus also the city cleaning company. While the company based in the eastern part of Berlin was continued there under the same name until 1976 after the split of the city, the establishment of a new waste disposal company began in Berlin (West) in 1948.

In 1951 it was re-established under the name Berliner Stadtreinigung (BSR) and in 1967 it was converted into a municipal company . After the fall of the Wall , the merger with Stadtreinigung Berlin (SB) took place in 1992 , which had emerged in 1991 from the VEB Kombinat Stadtwirtschaft Berlin . Since January 1st, 1994, the Berlin city cleaning company has been an institution under public law .

Berlin Recycling GmbH , a wholly owned subsidiary of BSR, was founded in 2000 . With around 300 employees and a fleet of 100 vehicles, it is one of the largest cross-regional recycling and disposal companies in Berlin and serves 75,000 customers in and around Berlin.

In 2005 and 2012, the city cleaning companies were awarded the integration prize for the exemplary employment of severely disabled people in the State of Berlin , and in 2014 they were nominated for the German Sustainability Prize in the category "Germany's most sustainable brands 2014".

The core business is divided into the areas of garbage collection, street cleaning and winter service.

Garbage collection area

The household waste is collected by vehicles from four depots ( Forckenbeckstraße , Gradestraße , Malmöer Straße , Nordring ). There are also 15 recycling centers with the integration of hazardous waste management .

In 2017, 851,722 tons of municipal waste subject to surrender and 36,838 tons of bulky waste were accepted. 2.66 million customers visited BSR's 15 recycling centers.

In 2011, the BSR introduced the Orange Box nationwide in Berlin. Recyclable materials such as electronic waste, untreated wood or metal parts should be collected in this. In 2010, the disposal company Alba had planned to set up such a bin itself in a large number of households in Berlin ( yellow bin plus ), but failed due to resistance from municipal waste disposal.

Cleaning area

The city of Berlin is cleaned from five regional centers. Around 2,400 people are employed in the area of ​​surface cleaning, who cover almost 1.4 million kilometers a year in cleaning streets and sidewalks. 23,000 paper bins are emptied every day.

Waste recycling area

The waste incineration plant (MHKW) and the biogas plant in Ruhleben as well as the waste transfer station south / Gradestrasse are owned by BSR.

The MHKW was planned in the course of the construction of the Berlin Wall in 1961 and went into operation in 1967. In the waste-to-energy plant, just over 41% of the waste collected by BSR is thermally treated and steam is generated in the process. This is converted into district heating and electricity in the adjacent Reuter West thermal power station. Metal scrap is also produced, which is sorted and sold, and slag , which is used to cover landfills.

In two systems for mechanical-physical stabilization (MPS) in Pankow and Reinickendorf, around 26% of the waste, primarily from street collection, is separated into recyclable components. Non-recyclable materials are processed into pellets as fuel in power plants.

The Ruhleben biogas plant has been in operation since 2013. Here, 60,000 tonnes of biowaste from Berlin households are processed into biogas every year. The biogas is used to operate the around 150 gas-powered refuse vehicles operated by BSR.

In addition, the waste recycling department looks after numerous landfills in and around Berlin that contain old deposits.
