The permit was introduced in the Federal Republic of Germany with the Federal Mining Act in 1982 and replaced the concept of mutation in the Federal Republic of Germany under the General Mining Act for the Prussian states . In the GDR, the GDR mining law of May 12, 1969 stipulated that the mining rights belonged to the state and that it was "generally exercised by state organs or state-owned enterprises". According to the Unification Treaty, the Federal Mining Act has been in effect for all of Germany since 1990.
