Boris Safarowitsch Ebsejew ( Russian Борис Сафарович Эбзеев ., Scientific transliteration Boris Safarovič Ebzeev ; Karachay Эбзеланы Сафарны джашы Борис * 25. February 1950 in Schany shear , Oblast Frunze , Kyrgyz SSR , Soviet Union ) is a Russian lawyer and politician. From 2008 to 2011 he was president of the Russian republic Karachay-Cherkessia .

Ebseev's parents, like many Karachay people , were deported from their Caucasian homeland to Central Asia in 1944 . Ebseev was born in Kyrgyzstan . In 1957 the family was allowed to return to the Caucasus. Ebsejew worked after finishing secondary school in Karachayevsk in a construction company and then began studying law in Saratov , which he graduated with honors in 1972. In 1975 he achieved the degree of candidate , in 1989 that of a doctorate in law. Ebsejew has held the title of professor since 1990.

From 1975 to 1976 Ebsejew served with motorized special troops in the militia. From 1977 he was secretary in the communist youth organization Komsomol and worked as a university lecturer. In 1991 he worked together with other lawyers on the constitution of the Russian Federation and on the constitution of the Karachay-Cherkessia Republic.

Ebseev was elected constitutional judge in October 1991 . In 1999 he ran in the presidential elections in Karachay-Cherkessia, but only achieved second place. On July 30, 2008, Russian President Dmitry Medvedev proposed him to the Karachay-Circassian parliament as the new president. On August 5, 2008, the Parliament approved the proposal. On February 26, 2011 Ebsejew resigned from his office.

From June to December 2010 Ebsejew sat on the Presidium of the State Council of the Russian Federation. Since March 2011 he has been a member of the Central Electoral Commission of Russia. Between 2013 and 2016 Ebsejew acted as chairman of the Expert Council of the Supreme Attestation Commission at the Ministry of Education of the Russian Federation.
