Brilliant is a location in eastern Wells Township , Jefferson County , Ohio . The place is an unincorporated community, an unincorporated area . The place was named after a glassworks that used to have its seat here. Brilliant is on Ohio State Route 7 and between Mingo Junction and Rayland on the Ohio River .

The nearby Cardinal power plant went into operation in 1967.
