The Bundesanstalt für Post und Telekommunikation Deutsche Bundespost ( BAnst PT ) was founded on January 1st, 1995 as a legal institution under public law with employer capacity and tariff sovereignty. Its headquarters are in Bonn . In addition, the Federal Agency is represented at 15 other locations nationwide and employs 359 people directly and around 1,500 people in connection with the social institutions. As a public institution, it is subject to the legal and technical supervision of the Federal Ministry of Finance and acts on the legal basis of the Federal Postal Service Act ( BAPostG ).

history

In the course of the Post Reform  II in 1995, the Deutsche Bundespost was privatized. The three postal successor companies Deutsche Post AG , Deutsche Telekom and Postbank emerged from this . Due to the privatization , the Federal Agency was commissioned to continue the operational social facilities of the Deutsche Bundespost for the active and inactive employees of the companies and authorities that emerged from the privatization of the Deutsche Bundespost. Since January 1, 2013, the Federal Agency has been responsible for the tasks and employees of the Federal Pension Services for Post and Telecommunications e. V. took over the tasks of supply and allowance with effect from January 1, 2016 .

As a result of the incorporation of Postbank, DB Privat- und Firmenkundenbank was defined as the post office successor in 2018 and Deutsche Bank in 2020 .

Legal duties

The official duties relate to the civil servants who are active and retired (inactive) at the postal successor companies Deutsche Telekom, Deutsche Post and Deutsche Bank.

The Federal Agency has been legally assigned the following specific tasks:

    • Calculation, determination and payment of pension payments

  2. For active civil servants:
    • Legality checks when determining the limited capacity to work
    • Intended retirement of civil servants due to incapacity
  3. For both groups of people - active and inactive civil servants:
    • Disciplinary legality checks
    • Calculation, determination and payment of sickness and death allowances

For the practical implementation of the aid processing, BAnst PT uses the Postbeamtenkrankenkasse on the basis of a statutory contractual relationship.

The Federal Agency for Post and Telecommunications continues the company social facilities of the former Deutsche Bundespost:

The Federal Agency for Post and Telecommunications is also the state supervisory authority for the publicly organized institutions of the Post Office Health Insurance Fund and the Pension Fund of the Deutsche Bundespost. At the same time, the Federal Agency performs cross-sectional functions for the social institutions, for example through IT support, purchasing services, property management, fire protection and health management. As part of its employer and employer function, the Federal Agency performs all essential tasks for its staff at the social institutions.
