Federal Association of Wood Packaging, Pallets, Export Packaging
The Bundesverband Holzpackmittel, Paletten, Exportverpackung e. V. ( HPE ) with its office in Bad Honnef is a professional association with more than 420 mostly owner-managed companies from all areas of the wood packaging industry throughout Germany, which generate around 80 percent of the industry's turnover of around 2.3 billion euros. The members of the HPE consist of suppliers of pallets, packaging materials, cable drums, crates and chip baskets made of wood as well as service providers from the areas of packaging, container stowing and logistics. The projected wood requirement in the industry - including small businesses with fewer than 20 employees - is around six million cubic meters per year. The HPE is a member of the European Association of the Wood Pallet and Wood Packaging Industry (FEFPEB) . Nationally, the HPE is a member of the Main Association of the German Wood Industry (HDH) e. V. and in the working group Roholz (agr) e. V.
Economical meaning
The branch is one of the most important and influential branches of the wood industry , which in turn is part of the wood industry . Pallets and boxes are usually made of dimensioned wooden parts or wooden materials. Mainly spruce, pine, fir and beech from Germany and Europe are used. Plywood and OSB dominate the wooden boxes. The companies in the industry offer services in the areas of packaging, container stowing and logistics. The entire merchandise management and thus also the foreign trade of the export world champion Germany is essentially based on the exchange of goods on or in wooden packaging. This was particularly evident at the beginning of 2018: Due to the booming economy, there were bottlenecks in the supply of pallets.
history
The origins of the HPE go back to 1869 in Börnichen / Erzgeb. founded "Kistenfabrikantenverein" back. Other regional associations of box manufacturers followed in Chemnitz , Berlin, Frankfurt am Main and Nuremberg . In order to gain supra-regional importance, the Association of German Box Manufacturers and Related Business Branches was founded on July 5, 1915. V. in Leipzig . In 1922 the name was changed to the Verband Deutscher Kistenfabrikanten (VDK) e. V. In 1934, the professional organization based on voluntary membership was dissolved and transferred to the specialist sub-group box manufacturing and related companies with compulsory membership. After the Second World War , the independent trade association for the crate industry and related businesses was founded in 1948. The chairman's assembly for the British and American zones modified the resolution of 1948 and founded the Association of the Crate Industry (FDK). This was then affiliated within the working group of the German wood processing industry in the form of a specialist department.
In 1953, the Association of the German Box Industry was founded. V. as an independent professional association in Würzburg . After the association became the Association of the Box and Pallet Industry (VKP) e. V. was renamed, it received in 1977 as Bundesverband Holzpackmittel, Paletten, Exportverpackung (HPE) e. V. its current name. In 1978, the HPE established the HPE junior group and thus brought young entrepreneurs into the association. In 1980 the HPE founded the specialist group "Packaging according to HPE standard" and thus introduced a seal of approval for the quality of wooden packaging. In 1991 the VHP-Verwertungsgesellschaft für Holzpackmittel und Paletten mbH followed in order to carry out the organizational tasks arising from the packaging ordinance.

The HPE has its office in Bad Honnef. The board works on a voluntary basis. From 1963 to 1993 Karl Heinz Heuchemer from Heuchemer Verpackung GmbH & Co.KG, Bad Ems, and from 1993 to 2003 Gustl Martlmüller from Weiß Holzwerk GmbH, Bruckmühl and from 2003 to 2019 Joachim Hasdenteufel, managing owner of hapack Packmittel GmbH & Co. KG, Montabaur, Chairman of the Management Board. Jürgen Rademacher, managing partner of Joh.Rademacher GmbH & Co.KG, Arnsberg, has been chairman of the board since June 2019. Marcus Kirschner is the managing director.
The specialist departments of the association represent the individual branches of the wood packaging industry.
The pallet department brings together suppliers of wooden pallets from all over Germany. The products include standard pallets such as Euro pallets and CP pallets as well as special pallets. The latter are used as one-way pallets , but also as reusable pallets .
Suppliers of wooden packaging materials and services in the areas of packaging and container stowing from all over Germany are organized in the specialist department for packaging companies.
HPE specialist groups
The HPE specialist groups "HPE Certified Custom Packaging" and "HPE Certified Pallets" are committed to complying with the HPE guidelines. These industry standards are in demand around the world and bundle the knowledge of the industry for packaging and pallets.
HPE Certified Custom Packaging
The specialist group "HPE Certified Custom Packaging" organizes specialist packers who have defined minimum standards in the HPE packaging guidelines. The HPE packaging guidelines guarantee high-quality, market-driven export packaging. In addition, the members of the "HPE-Certified Custom Packaging" specialist group undergo a regular independent audit and undertake to train their employees in packaging courses and to take out special packaging liability insurance. These manufacturers are allowed to label their packaging with the registered trademark "HPE Certified Custom Packaging".
HPE Certified Pallets
As in the field of packaging, the manufacturers of pallets, who are committed to the high industry standard, have come together in their own specialist group under the name "HPE Certified Pallets". Quality assurance takes place via the independent auditing of the specialist group members. Analogous to the packaging guideline, the pallet guideline serves as a quality standard for those manufacturers who commit themselves to the high and clearly defined quality level. These manufacturers are allowed to label their load carriers with the registered trademark "HPE Certified Pallets".
software
The HPE version of "PALLET-Express" is a completely new program with which pallets can be designed and calculated according to the state of the art. The core of the HPE version is the scientifically reliable characteristic values for pallet wood determined in extensive test series at the BFSV packaging institute in Hamburg. The HPE version of "PALLET-Express" provides practical results for the load-bearing capacity of wooden pallets based on the strength parameters determined and adjusted coefficients. The use of the software thus contributes to safety and quality.
"CASE-Express" is about to be launched. The box software calculates according to the current normative specifications of Eurocode 5 using the finite element method. The development of the computing kernel was also scientifically monitored.
