The Caisse des dépôts et consignations ( CDC ), based in Paris, which is often also called Caisse des Dépôts with its short form , is a state-owned financial institution in France. The CDC was founded by a special law on April 28, 1816 in the post-Napoleonic restoration and has been under the direct supervision and protection of the French parliament (" sous la surveillance et la garantie de l'autorité législative "). The CDC holds 50% of the state investment bank Bpifrance .

Functions

Today the company is:

  • the leading management company for French savings, pension funds and private investment funds protected by law in France,
  • Market leader in the financing of social housing in France, as well as in urban development and transport infrastructures,
  • long-term financing partner for local and regional authorities,
  • Investor in the French economy.

The CDC therefore primarily manages pension and state funds, which are then invested in the public and private sectors. The “ Elan 2020 ” program forms the strategic basis for this . The funds are then invested in the following areas:

  • SMEs (funding program of more than one billion euros for the development of the French SME sector),
  • Housing construction ( 90,000 apartments are to be built per year mainly in social housing ),

Holdings

The CDC holds 50% of Bpifrance ( Banque Publique d'investissement ); this includes the formerly separate units CDC Entreprises, Fonds stratégique d'investissement (FSI), FSI Régions and Oséo.

CDC also holds shares in “strategic investments”, including 40 percent in the life insurer CNP Assurances , 39 percent in the real estate company Icade and 100 percent in SNI . The infrastructure company Egis is wholly owned by the CDC. In addition, the CDC holds 42 percent of the Compagnie des Alpes tourism company and 40 percent of Belambra Clubs . CDC also has stakes in the transport company Transdev (70 percent) and in the environmental service provider Veolia Environnement (9.5 percent) (as of April 2011).

The company was founded by the law of April 28, 1816. This establishment took place at the suggestion of Louis-Emmanuel Corvetto (1756-1821), the then French finance minister in the cabinet of Armand-Emmanuel du Plessis de Richelieu to King Louis XVIII. The proposal came in response to a very high national debt, which had been exacerbated by Napoleon's rule of the Hundred Days . So in 1814 you were forced to borrow money at 8 percent interest. Since the Banque de France , of which Napoleon Bonaparte had been the first shareholder, was still closely associated with this in people's memories, Louis XVIII decided. for the creation of this new financial institution, with which the money deposits and deposits with the notaries were used to buy up government securities, i.e. to take on debts. The law of 1816 placed the fund "under the supervision and guarantee of the legislature" in a very special way. This formulation can still be found today in section 518-2 of the French Monetary and Financial Code. At the time, Corvetto said in front of the Chamber of Deputies: "We have laid the first stone for a building whose use will grow with the times."

In 1818, the manufacturer, scientist and banker Benjamin Delessert (1773-1847) recommended finance minister Corvetto to improve the financing of the Caisse des Dépôts (and thus the national debt) by creating savings banks and savings accounts to attract the savings of the rising middle class. The first savings bank opened in Paris in May 1818 and the Livret A, the French savings account, was introduced at the same time. By law of March 31, 1837, the funds collected by the savings banks on savings accounts were placed under the control of the Caisse des Dépôts.

When the state was able to balance its budget again in 1822, the finance minister Jean-Baptiste de Villèle (1773-1854), who was soon appointed prime minister, began to finance the industrial development of France with funds from the Caisse des Dépôts. At the beginning there was an initial loan for the rehabilitation of the port of Dunkirk . In 1823 the fund also took over shares in the public limited company Compagnie des quatre canaux (German society of the four channels). The company was founded to help bring about an ambitious plan to cover France with a canal system that Louis Becquey, director of the Corps des ingénieurs des ponts et chaussées , had worked out and proposed to the king in 1820.

The company fulfills this function to this day. For example, in 2012 it finances the construction of the Rittershoffen geothermal power plant in Alsace .
