Carlos Costa da Silva (born November 3, 1949 in Oliveira de Azeméis ) is a Portuguese economist and bank manager. He has been Governor of the Banco de Portugal since June 2010 . He took over from Vítor Constâncio , who was appointed Vice-President of the ECB that same year .

From 2006 he was Vice President of the European Investment Bank and was responsible for the financial operations of bank financing in Spain, Portugal, Belgium and Luxembourg, as well as in Asia and South America. Prior to that, he held positions on the supervisory board of the Portuguese company Caixa Geral de Aposentações , a bank for pension funds, as well as Banco Nacional Ultramarino and Itaú Unibanco .

Carlos Costa obtained a degree in economics from the University of Porto in 1973 and received his doctorate there. In 1981 he moved to the former Banco Português do Atlântico , now Banco Comercial Português (BCP), in the research department. As a member of the EU's Economic Policy Committee from 1986 to 1992, he was involved in European integration before becoming Head of Cabinet of the Portuguese EU Commissioner from 1993 to 1999.
