Vítor Manuel Ribeiro Constâncio , GCIH , (born October 12, 1943 in Lisbon ) is a Portuguese economist and politician and was Vice President of the European Central Bank from June 2010 to May 2018 .

Life

Vítor Constâncio completed a degree in in 1965 economics at the Instituto Superior de Economia e Gestão (dt .: Institute of Economics and Management ) in Lisbon, further he has a Postgraduate studies at the University of Bristol , United Kingdom completed.

He was general secretary of the Partido Socialista of Portugal from 1986 to 1989 and a candidate for the post of prime minister of his country in 1987, which he missed. He was State Secretary for Budget and Planning in the First and Second Transitional Governments from 1976, after the Carnation Revolution in 1974. In the same year he was elected as a member of the Portuguese Parliament and from 1977 to 1979 he was President of the Parliamentary Committee for European Integration. In 1978 he became Minister of Finance and Planning in the second constitutional government.

Vítor Constâncio joined the Banco de Portugal in 1975 as director of statistics and economic studies , was vice-governor from 1981 to 1984 and governor from 1985 to 1986 and again from 2000 to 2009. In 1988, at the invitation of Pinto Balsemão , he was a participant in the Bilderberg Conference in Sitges, Spain .

Later he was a member of the board of directors of Banco Português de Investimento and the energy company Energias de Portugal between 1995 and 2000 .

Vítor Constâncio has been visiting professor at the Instituto Superior de Economia e Gestão at the Technical University of Lisbon since 1989 .

European Central Bank

In 2010, Vítor Constâncio took over the post of ECB Vice-President from Lucas Papademos , after the latter resigned after eight years in office. Before his appointment to the Executive Board of the ECB, he was accused of having made serious mistakes during his time as the President of the Portuguese central bank because he had not paid attention to various banking scandals. Constâncio is an advocate of buying government bonds from ailing euro countries.

In December 2012, Constâncio and ECB Director Yves Mersch assumed responsibility for the Banking Union project , one of the most important projects in the history of the ECB. The new European banking supervisory authority will be installed in stages from 2013 and should be fully operational in March 2014. The ECB should be directly responsible for financial institutions with total assets of more than 30 billion euros (150 to 200 banks) and, in an emergency, be able to take action on all (more than 6000 banks) in the euro zone. The approximately 150 banks under direct ECB control represent 85 percent of the investments. As head of the new ECB banking supervision, he should appear regularly in front of the European Parliament to report there.
