Carlos Garaikoetxea
Juan Carlos Garaikoetxa Urriza [ gaɾaikoe'tʃea ] (born June 2, 1938 in Pamplona / Navarra in Spain ) is a Basque- Navarre politician and lawyer. Garaikoetxea was Prime Minister of the Basque Country Autonomous Region ( Lehendakari ) from 1980 to 1985 . At that time he was a member of the Basque nationalist party PNV .
Garaikoetxea was the first official Prime Minister of the Basque Country Autonomous Region after the end of the Franco dictatorship . His term of office was therefore characterized above all by the complete rebuilding of a previously non-existent government. He was involved in the transfer of various competencies from the Spanish state to the Basque Country, such as: E.g. the Ertzaintza Police , the Basque Health Service Osakidetza , the EITB radio and television company and others
Due to internal party disputes, Carlos Garaikoetxea was replaced as Lehendakari by PNV politician José Antonio Ardanza in 1985 . In 1986 he then founded the Eusko Alkartasuna party as a PNV spin-off , which he chaired until 1999. From 1986 to 1999 he was a member of the Basque Parliament and from 1987 to 1991 a member of the European Parliament .
In November 1999 Garaikoetxea withdrew from political life, the party chairmanship took over his successor Begoña Errazti .
