Carlos Humberto Larrea Dávila (born July 18, 1968 in Quito ) is an Ecuadorian diplomat who has been ambassador to Beijing since March 6, 2018 .

education

He graduated in law at the Pontifical Catholic University of Ecuador and received admission to the lawyer .

He holds a Masters degree in International Migration from the Comillas Pontifical University in Madrid. He entered the external service and, as the best in his class, graduated from the Diplomatic Academy of Ecuador in Quito. He obtained an advanced degree through the work: “Internal and international aspects of guardianship for Human Rights "at the University" Luis Guido Carli "in Rome He obtained a higher degree with the thesis" International Commercial Law "and" Community Law "at the University La Sapienza in Rome.

Diplomatic career

From September 19, 2014 to March 6, 2018 he was ambassador in Minsk ( Belarus ).

He was employed on the Ecuadorian missions, first with the Italian government, then the Holy See and then in Madrid. He was Deputy Minister of Defense. He was General Coordinator for International Strategic Integration of the National Secretariat for Planning and Development in Quito. He was an advisor to the Minister of Tourism and the Parliamentary Council in Quito. He served as negotiator at the United Nations diplomatic conference on the establishment of an international criminal court in Rome. He was Deputy Permanent Representative to the FAO and Deputy Governor of the International Fund for Agricultural Development in Rome.

Lecturer

He has lectured at the National Institute for Advanced Studies, the Diplomatic Academy and the Law Faculty of the Pontifical Catholic University of Ecuador at chairs in diplomatic law, international public law, international criminal law and international migration law.
