Carlos Roberto Flores Facussé (born March 1, 1950 in Tegucigalpa ) is a Honduran politician of Palestinian descent and was President of Honduras from 1998 to 2002 .

Flores studied international economics and finance in Tegucigalpa. He graduated as an industrial engineer from Louisiana State University (USA). Flores taught as a professor at the Universidad National Autonoma de Honduras and at the Escuela Superior Bancaria Centroamericana after various activities in the private sector. He founded the daily La Tribuna in 1979 .

Flores was a member of the Constituent Assembly whose task it was to draft a civil constitution after years of military rule. At times he sat as chairman of his party (Partido Liberal (PL)) in parliament. After an unsuccessful candidacy in 1989, he won the presidential election in November 1997. In January 1998, he took up his new office. After the end of his term in office in January 2002, he was replaced by Ricardo Maduro (opposition Partido Nacional (PN)) in the presidency.
