Clearing house mechanism

The clearing house mechanism (CHM) is a practically applied model of an information, communication and cooperation system. The mechanism is primarily used in nature conservation and development cooperation with the aim of networking the work of various actors ( NGOs , authorities, local groups, political stakeholders, etc.). The development of the CHM took off noticeably in the mid-1990s. It was based on the knowledge that small actors on site (local environmental groups, small development aid organizations) often lack the necessary information and cooperation to participate in an overarching process.

In the English-speaking world, the term clearing house originally referred to a bank clearing house in which checks and bills from different banks can be exchanged and offset against each other (see clearing house ). The aim is that only the net amount remaining at the end has to be settled in cash. In the meantime, the meaning of the term has expanded: it is used for any type of facility that serves as a transhipment point for goods, services or information and thus mediates between supply and demand.

In 1998, in connection with a speech by Environment Minister Angela Merkel , the Federal Environment Ministry described the CHM as “a kind of data hub, which is primarily intended to promote technical and scientific cooperation.” A contact point promotes the development of this information network in cooperation with the contracting states via the Internet and in print.

Clearing house networks

Association of regional and national networks of non-governmental organizations (NGOs), which was founded in 1987, with the aim of communicating in the fields of the environment , human rights , development and peace . The network offers its platform in English, Spanish, French and Portuguese.
Global network of environmental information centers serving the United Nations Environment Program (UNEP). GRID has its headquarters in Arendal, Norway (cooperation center), at UNEP and in Geneva. The aim is to make environmental information available to political decision-makers and development organizations. In addition to the headquarters in southern Norway, Nairobi and Geneva , GRID has offices on all continents.
The WCMC was founded by the International Union for Conservation of Nature IUCN , WWF and UNEP. It worked closely with UNEP until 2000 . From 2000 the UNEP took over the management and all employees of the WCMC. The aim is to collect, process and publish information relating to the conservation of biological resources. The UNEP WCMC advises and trains actors at national level in setting up their own information centers.
In Germany, a CHM to support was from the state Convention on Biological Diversity ( Convention on Biological Diversity , CBD) was founded. In addition to the Federal Agency for Nature Conservation and the Federal Environment Ministry , a number of university institutions also take part.
  • An access and benefit sharing clearing house mechanism (access to genetic resources and fair sharing of benefits) in accordance with the international legal framework based on the Nagoya Protocol is integrated into the action plan for the implementation of the Swiss Biodiversity Strategy , which has been resolved, although [out of date] by 2014 is still being worked out.
