The Defense Commissary Agency ( DeCA ) is a civilian agency of the US Department of Defense that operates over 260 grocery stores ( commissary ) for soldiers of the US armed forces and their dependents worldwide . The administrative headquarters are in Fort Lee, Virginia .
history
The DeCA began operating on October 1, 1991 after a two-year consolidation phase. The background to this was a more than 130-year-old resolution by Congress to provide soldiers and their families worldwide with an appropriate range of American goods at low prices. The organization is now divided into three regionally responsible sub-departments (DeCA East, DeCA West and DeCA Europe).
The DeCA employs a total of around 18,000 people and in 2005 sold goods worth 5.36 billion US dollars .
Commissaries
The grocery stores (called commissaries ) are only accessible to members of the US armed forces (including retirees), their relatives and, in exceptional cases, members of other armed forces (NATO soldiers). In most cases, the commissaries are in close proximity to the so-called exchanges , which are also subordinate to the Ministry of Defense. In contrast to these, however, the commissaries only sell typical supermarket goods, primarily from the food sector. These are offered at the purchase price with a 5 percent surcharge. The surcharge is used for the entertainment and infrastructure of the commissaries.
The DeCA advertises that this allows the consumer to achieve savings of over 30 percent compared to shopping in conventional shops.
Outside the US armed forces
The shop located in the UN City in Vienna is also referred to as the Commissary , which is only accessible to employees of international organizations and diplomatic missions in Vienna (and in some cases their relatives) (and whose offer is aimed at international clients). It is run on a non-profit basis by the IAEA, which is also based in the UN City . Internally, the cheap sale of spirits and tobacco products , since they are exempt from Austrian taxes, is controversial . For these goods, there is a certain quota per quarter for each entitled person, depending on their rank.
