Miguel Ángel Moratinos Cuyaubé (born June 8, 1951 in Madrid ) is a Spanish diplomat , lawyer and politician. From 2004 to 2010 he was Minister of Foreign Affairs and Cooperation in the Zapatero Government . Moratinos is a member of the social democratic party PSOE . With the Spanish EU Council Presidency , Moratinos Cuyaubé took over the rotating presidency of the Council of the European Union on January 1, 2010 . In 2007 he was rotating president of the Organization for Security and Co-operation in Europe .

Career

After studying law and political science, Moratinos began his diplomatic career and worked from 1974 to 1979 in the Spanish Foreign Ministry as director for Eastern European issues. He then gained foreign policy experience in the Spanish embassy in Yugoslavia (until 1984) and Morocco (until 1987). From 1987 to 1991 he was Under-General Director for North Africa; Subsequently he worked at the Institute for Cooperation with the Arab World and from 1993 was Director General for Foreign Policy in Africa and the Middle East. In 1996 he became ambassador to Israel for six months before being appointed EU special envoy for the Middle East peace process . He held this office until 2003.

In 2004 Moratinos was elected to the Spanish Parliament ( Congreso de Diputados ) for the PSOE and was appointed Foreign Affairs and Development Minister on April 20 by Prime Minister José Luis Rodríguez Zapatero . One of the first actions for which he was responsible in this office was the withdrawal of Spanish troops from Iraq , which sparked a prolonged diplomatic crisis between Spain and the United States . Another focus of his office was the Alliance of Civilizations initiated by Spain and Turkey in 2004 . In 2007, Spain also tried to initiate a human rights dialogue with the Cuban government, for which Moratinos was sharply criticized by the Spanish opposition party PP .

In a cabinet reshuffle on October 20, 2010, Moratinos was replaced by Trinidad Jiménez .
