The game was played in four groups, with the 13 participants divided into three groups of three and one group of four. The playing time was twelve minutes twice in the preliminary round and in the semi-finals, in the final and in the game for third place twice 15 minutes. From the quarter-finals, the winner was decided in a draw in a nine-meter shootout. The respective group first and second reached the quarter-finals.

The host Borussia Dortmund , the reigning German champions FC Bayern Munich and the two finalists from the previous year, SpVgg Greuther Fürth and Borussia Mönchengladbach, were seeded . Last year's winner Mönchengladbach had the title dismissed by the DFB Federal Court and awarded the Fürthern after the doping offense of the Dutchman Quido Lanzaat . Ultimately, both teams were approved, which explains the odd number of participants. In three qualifying tournaments, which took place in Riesa , Hanover and Stuttgart , nine other teams were able to qualify.
