Chūichi Date ( Japanese 伊達 忠 一 Date Chūichi ; born January 20, 1939 in Ashibetsu , Hokkaidō ) is a former Japanese politician of the Liberal Democratic Party ( Machimura faction ). From 2001 to 2019 he was MP for Hokkaidō in the Sangiin , the upper house of the Japanese parliament , for three terms , most recently from 2016 to 2019 as President of the Chamber .

Life

Date worked after his training as a medical-technical assistant (state examination as rinshō kensa gishi at today's prefectural academy for health care ) from 1963 first at the hospital of the Medical University of Sapporo , in 1965 he founded his own laboratory, the Sapporo Rinshō Kensa Center KK ( engl. Sapporo Clinical Laboratory Inc. ).

In 1983 Date switched to politics when he was elected to the prefectural parliament for the city of Ashibetsu in the unified regional elections in 1983 . Elected in 1987, he ran for two seats in the Atsubetsu-ku of Sapporo (two seats) - located in the Shūgiin constituency of Nobutaka Machimura - and was confirmed in office for a total of three further legislative terms, most recently in 1999 without a vote. In 2001 he switched to national politics, his eldest son Tadamasa ( 忠 応 ) won his seat in the prefecture parliament in 2003 , but he resigned in 2007 after a scandal because of drunk driving.

In the 2001 Sangiin election , Date ran in Hokkaidō (two seats per election), where the LDP had no seat in 1995. He received almost one million votes and moved into the Sangiin with the clearly highest share of votes before Katsuya Ogawa ( DPJ ). In 2007 he was re-elected for another six years with the second highest share of votes behind Ogawa. In the Sangiin, Date was Chairman of the Committees for Business, Trade and Industry (2006-2007) and Administrative Oversight (2009-2010). From 2004 to 2005 he was Parliamentary State Secretary in the Ministry of Land, Infrastructure and Transport during the 2nd Koizumi Cabinet . Under Prime Ministers Abe , Fukuda and Asō , he was one of the Deputy General Secretaries of the national LDP; from 2003 to 2007 he was chairman of the LDP Sapporo.

In the second Abe cabinet , Date was State Secretary in the cabinet office from 2012 to 2013 . In the 2013 Sangiin election , he was safely re-elected for a third term in Hokkaidō (903,693 votes, 37.7%) with a clear lead over Ogawa (583,995 votes, 24.4%). From 2014 to 2016 he was Secretary General of the LDP Sangiin MPs.

For the 2019 Sangiin election , Date declared his retirement from politics and no longer stood for re-election.
