David Tse

David NC Tse (* in Hong Kong ) is a Chinese - American electrical engineer who specializes in information theory and especially cellular communications .

David Tse studied electrical engineering at the University of Waterloo with a bachelor's degree in 1989 and at the Massachusetts Institute of Technology with a master's degree in 1991 and a doctorate in 1994 with RG Gallager and JN Tsitsiklis ( Variable-rate Lossy Compression and its Effects on Communication Networks ) . He was a post-doctoral student at ATT Bell Labs in 1994/95 . From 1995 he taught at the University of California, Berkeley and was professor at Stanford University from 2014 .

Tse developed the proportional fair scheduling algorithm, which is used in all third and fourth generation mobile radio systems. He is the co-author of a widely used textbook on wireless communications.

From 2001 to 2003 he was Associate Editor of the IEEE Transactions on Information Theory and served on the Board of Directors of the IEEE Information Theory Society from 2003 to 2008 and from 2010 to 2013.

For 2017 he received the Claude E. Shannon Award . He has received several Best Paper Awards: the Infocom conference 1998 and 2001, Signal Processing Society 2012, EURASIP 2012, IEEE Communications Society and Information Theory Society Joint Paper Award 2000 and 2013, the Information Theory Society Paper Award 2003. He received the Erlang Prize in 2000 the INFORMS Applied Probability Society, the Stephen O. Rice Prize of the IEEE Communications Society in 2013 and was a Gilbreth Lecturer at the National Academy of Engineering in 2012. In 2008 he received the Outstanding Teaching Award from the Faculty of Computer Science and Electrical Engineering at Berkeley and in 2009 the Frederick Emmons Terman Award from the American Society for Engineering Education. In 2018 Tse was elected to the National Academy of Engineering , for 2019 he was awarded the Richard W. Hamming Medal of the IEEE.
