Finn Yarber (60), former Chief Justice of California, Joe Roy Spicer, former Justice of the Peace in Mississippi and Hatlee Beech (56), a former federal judge in East Texas are convicted criminals who in Trumble, a prison in Florida , are detained. The three are called The Brotherhood within the prison and hold a weekly court hearing in which small quarrels are heard between other inmates, who they also offer legal advice on possible appeals.

Also an integral part of the story is Aaron Lake, a member of the House of Representatives for 14 years , who lets himself be persuaded by Teddy Maynard, the director of the CIA , to run for the presidential primaries. The three judges have set up an additional income with extortion. Through advertisements in gay magazines describing themselves as young and attractive, they meet older men with whom they make pen pals. The letters are smuggled out and the replies in through her attorney Trevor Carson. Through Trevor, who determines the mailboxes of the potential victims, they get the real identities of their victims and begin to blackmail them by threatening to reveal their secret.

One of those pen pals is someone who goes by the name of Al Konyers and, as it later turns out, is actually Aaron Lake. Since he is very high in the polls and has a good chance of becoming the next presidential candidate, they smell their business. While the CIA was meticulous in choosing its candidate, it comes as a surprise to Maynard that Lake has such a secret. Maynard tries to get to the judges and begins to bribe Trevor. He is supposed to establish contact with the judges and demands a million dollars. He visits the judges who fire him for not wanting to share the money Lake expected, and Trevor goes on vacation with his million, where he is shot. Next, a CIA agent is smuggled into prison where he meets the judges. They demand two million dollars each and release from prison for keeping their secret. Provided that they leave the country for the next two years, their conditions will be met. The brotherhood flies abroad, where they live in peace with their money. In Monte Carlo , one of the judges is found again by the agent and confronted with the current magazine of a gay magazine in which the same ad is advertised as the others. The agent asks him if the two million wouldn't be enough, but he only replies succinctly that something should pass the time. Lake, on the other hand, is informed by Maynard that he had known his secret all along and does not want such surprises in anticipation of his election victory.
