Plaetzer attended the Elberfeld School of Applied Arts and the art academies in Düsseldorf , Weimar and Leipzig and was a master student in South Tyrol with Albin Egger-Lienz . In the 1920s he returned to Elberfeld.

In 1925 he took over the chairmanship of the Bergische Kunstgenossenschaft (BKG) . As chairman in 1929, he succeeded in obliging the then founded city of Wuppertal to purchase works by local artists and thus to improve their economic situation. In 1933 Vollrath Hoeck (1890–1968) was his successor in the chairmanship of the BKG, which was initially brought into line and dissolved in 1934 under Werner Sehlbach (1889–1969). In 1936, Plaetzer created the war memorial for the Elberfeld main post office (mural " Shock Troop ").

As a participant in the Second World War, Plaetzer was taken prisoner by the Soviets . After the war he was again a member of the newly founded BKG and took part in their exhibitions. In the 1950s he also created sgraffiti for the residential buildings of today's non-profit housing association Wuppertal .
