Dmitri Nikolajewitsch Kobylkin ( Russian Дмитрий Николаевич Кобылкин ; born July 7, 1971 in Astrakhan , Soviet Union ) is a Russian politician . He has been Minister of the Environment of the Russian Federation since 2018 .

Life

Kobylkin comes from a family of geophysicists . In 1993 he graduated from the State Petroleum Institute in Ufa as a mining engineer-geophysicist and began to work for the geophysical association “Schelf” in Gelendzhik on the Black Sea coast. In the same year he moved to the Yamal-Nenets Autonomous Okrug , where he worked as a geophysicist until March 1994. From 1994 to 1995 he worked as a geologist on the Tarkosalinsk oil and gas exploration expedition. From 1996 to 2001 he was the personnel director and first deputy general director of the open joint-stock company “Purneftegasgeologija”. From 2000 he headed the expansion of the Khantcheysk oil and gas fields as well as the organization of raw material extraction. In May 2001 he was appointed general director of "Chantschejneftegas" GmbH.

From 2002 he held the post of the first deputy head of the administration of the Purovsk Raion in the Yamal-Nenets Autonomous Okrug. In 2003 he graduated from the Institute for Vocational Retraining at the Ural Academy of State Service. In 2005 he was elected Head of Education for Purovsk Rajons. In 2009 Kobylkin became part of the roster of the President of the Russian Federation. In March 2010, on the proposal of the President of the Russian Federation, he was elected Governor of the Autonomous Okrug and was confirmed by the Legislative Assembly of the Autonomous Okrug. On March 12, 2015, President Putin appointed him acting governor by ukase. On October 1, 2015, he was elected governor by the Legislative Assembly of the Autonomous Okrug with 21 votes out of 22. On May 18, 2018, he was appointed Minister of Natural Resources and Ecology by ukase from the President of the Russian Federation.

Kobylkin is a member of the United Russia Party's Supreme Council . He is married and has three children.
