Domingas Álves da Silva , fighting name Bilou-Mali , (born November 10, 1964 in Matahoi , Portuguese Timor ) is a politician from East Timor . She is a member of the Congresso Nacional da Reconstrução Timorense (CNRT) party.

Silva studied ten semesters at the Escola industria e Comercial “Professor Silva Cunha” . For her fight against the Indonesian occupation she received the Ordem da Guerrilha , first class.

From 2012 to 2017 Silva was a member of the National Parliament of East Timor and a member of the Commission for Health, Education, Culture, Veterans and Gender Equality (Commission F). She was also the third vice-chairman of the CNRT's political group. On May 5, 2016, Silva was elected Deputy Secretary in the Presidium of Parliament.

In the 2017 elections , Silva at number 39 on the list did not make it into parliament and was therefore eliminated.
