William Donald Chapman, Baron Northfield , known as Donald Chapman , (* 25. November 1923 , † 26. April 2013 ) was a British politician of the Labor Party , Life Peer and economist .

life and career

Chapman was born on November 25, 1923. He attended Barnsley Grammar School and Emmanuel College at the University of Cambridge . He graduated in 1948 with a Master of Arts in economics . From 1945 to 1947 he was a member ( Councilor ) of the Cambridge City Council . He was from 1945 to 1947 Secretary ( Secretary ) of Cambridge Trades Council and Labor Party . From 1949 to 1953 he was Secretary General of the Fabian Society .

From 1971 to 1973 he was a Resident Fellow at Nuffield College . In 1973 he was a visiting fellow of the Center for Contemporary European Studies at the University of Sussex . From 1974 to 1980 he was Chairman ( Chair ) of the Rural Development Commission . From 1975 to 1987 he headed the Telford Development Corporation . From 1977 to 1979 he was chairman of the Northfield Committee of Inquiry into Ownership and Occupancy of Agricultural land . In 1981 he was a special adviser ( Special Advisor ) of the ECC Commission on Environmental Policy . From 1985 to 1988 he was director of Wembley Stadium . From 1985 to 1991 he was Chairman ( Chairman ) of the Consortium Developments Ltd .

Membership in the House of Commons

In 1951 he was for the constituency of Birmingham Northfield into the House of Commons voted. He gave his inaugural address on November 13, 1951 on the subject of government policy. He held his mandate until 1970. His successor in the constituency was Raymond Carter .

Membership in the House of Lords

Chapman was named Life Peer as Baron Northfield, of Telford in the County of Shropshire on January 20, 1976 . The official introduction to the House of Lords took place on January 27, 1976 with the assistance of Malcolm Shepherd, 2nd Baron Shepherd and David Kenworthy, 11th Baron Strabolgi . He gave his inaugural address on March 17, 1976. He also spoke there regularly in the years that followed.

He last spoke up on February 6, 2001. He last took part in a vote on October 19, 2004.

From the end of the 1990s onwards, he only rarely took part in meeting days. His presence continued to decline after 2001. He last attended meetings in the 2004/2005 session. Since June 14, 2010, he was on leave of absence granted by the House of Lords .
