The law for secure digital communication and applications in the health care system, as well as changes to other laws, regulates the introduction of digital applications in the German health care system by gradually replacing previously paper-based processes with IT-supported processes (so-called e-health ). The aim is to improve patient care.

The law provides for the further development of the telematics infrastructure , in particular through innovations in the electronic health card (eGK).

Articles 1 and 1a changed the law in Book V of the Social Code (SGB V).

Priorities

  • Medication plan
    From 2018, patients will have the option of saving their medication plan , which was previously created in paper form, on the electronic health card ( Section 31a SGB ​​V), provided that at least 3 medications have been prescribed at the same time. In this way, data on medication can be better exchanged between doctors and any new medication can be adapted accordingly.
  • Electronic doctor's letter
    If a doctor sends an electronic doctor's letter and signs it with the e- doctor's card, the doctor receives a corresponding payment.
  • Insured master data management (VSDM) and verification of the insurance certificate
    Concerns online checking and updating of health data of the insured. Changes of residence etc. can thus be automatically updated in the doctor's patient file. It can also be checked whether the patient is currently a member of his specified health insurance company. An electronic practice card is required . According to the E-Health Act, contract physicians were threatened with a fee reduction of 1% if they did not use the VSDM ("Insured Master Data Management") by July 1, 2018 at the latest. This deadline has been extended to January 1, 2019.
  • Video consultation hours
    Since April 1, 2017, doctors in certain specialties have been able to offer and bill patients for video consultation hours for certain indications .
  • Emergency data storage
    Since January 1, 2018, it has been permissible to save emergency medical information such as blood group, vaccination protection, allergies or previous illnesses on the electronic health card at the request of the insured person .
  • Electronic patient record and electronic patient compartment
    As of January 1, 2019, the eGK must be able to collect, process and use data on findings, diagnoses, therapeutic measures, treatment reports and vaccinations for case and facility-wide documentation about the patient (electronic patient file, § 291a Para. 3 No. . 4 SGB V). However, only people with an electronic practice card will be able to access these .
