EU summit 2010

The 2010 EU summit took place in Brussels from December 16-17 . The President of the European Council , Herman Van Rompuy, chaired the meeting .

ESM

The dominant theme of the summit was the amendment of the AEU Treaty establishing the European Stability Mechanism (ESM). The heads of state and government of the EU agreed to found the ESM with the aim of permanently containing the euro crisis . The 750 billion euro rescue package previously agreed in June was only supposed to apply until mid-2013.

The amendment to the Treaties consisted of two sentences inserted in Article 136 of the Lisbon Treaty: "Member States whose currency is the euro can put in place a stability mechanism if this is essential to ensure the stability of the euro area as a whole The granting of financial assistance under the mechanism is subject to strict conditionality. "

With their agreement to make aid subject to conditions, the heads of state and government had agreed on higher requirements for aid payments than those proposed by Van Rompuy. Chancellor Angela Merkel had already called for this obligation months earlier. Merkel said at the summit that this was a "good day for Europe".

In addition to a permanent rescue package, the crisis mechanism also agreed to involve private investors in the costs of a state bankruptcy. The EU summit left open the extent of the aid that could be provided in a crisis.

The President of the European Parliament , Jerzy Buzek , called at the summit for an open debate on the measures to be taken in relation to the euro crisis.

The heads of state and government of the EU agreed to an EU summit in March 2011 to decide on the treaty changes.
