Eldar Mahmudov
Eldar Mahmudov ( Azerbaijani Eldar Əhməd oğlu Mahmudov ; born January 1, 1956 in Baku , Azerbaijani Soviet Socialist Republic , USSR ) is the former Minister for National Security of the Republic of Azerbaijan .
biography
Mahmudov studied the in the 1970s Bachelor financial management at Dadasch Buniatzade Economic Institute (now the Azerbaijan State University of Economics ). In the early 1990s he earned a second bachelor's degree in law from Baku State University .
Mahmudov made a long professional career (1980-2004) in the Ministry of Internal Affairs of Azerbaijan. There he worked for the law enforcement agencies, which, among other things, specialized in the fight against organized crime and criminal investigations.
In 1993 Mahmudov was promoted to head of the Ministry of Interior's Drug Control Agency. Between 1993 and 2003 he headed the Office for Economic Crime and the Office for Operational Economic Coordination. In early 2004 Mahmudov was promoted to head of the Interior Ministry's anti-drug department.
By decree of the Azerbaijani President, Mahmudov was appointed Minister of National Security of Azerbaijan on July 23, 2004 and promoted to Major General. In March 2005 Mahmudov was made lieutenant general and in 2014 colonel general. He was released from office on October 17, 2015.
criticism
Different reasons for Mahmudov's removal are given. According to the most likely interpretation, Mahmudov has felt very powerful in recent years and sought the post of prime minister, for which he fell out of favor with President Ilham Aliyev . In addition, the backing from Moscow , which had supported him until then, also disappeared .
After his release, Mahmudov was placed under house arrest. According to the Azerbaijani news agency Turan, the Ministry of National Security (MNS) had turned into a dreaded power structure during the Mahmudov era, which could expand its excessive influence across the country. According to this, almost all regime opponents and civil society institutions were not spared from reprisals and persecution of the MNS during this period. It had established itself as the executive will of the country's political leadership.
Private
Mahmudov is married and has three children. His son Anar is married to the daughter of the now convicted Azerbaijani banker Changier Hacıyev (Jahangir Hajjev).
In November 2019, Cayman National Bank (Isle of Man) Ltd. a secret document about a 100 million euro business and real estate empire of the Mahmudovs in Great Britain . It turned out that all of the family's fortunes were appropriated through companies with ties to Mahmudov's son Anar and daughter Nargis. The joint investigation by OCCRP , Finance Uncovered and Transparency International also showed that Mahmudovs have other companies in Malta , Luxembourg and Lithuania .
