Elena Salgado Méndez (born May 12, 1949 in Ourense ) is a Spanish politician ( PSOE ). From April 2009 to December 2011 she was Minister of Finance and Economy and Second Vice-President of the Government in the Zapatero Cabinet . Before that, she was Minister for Public Administration and Relations with the Spanish Autonomous Regions.

Elena Salgado studied power engineering and industrial organization at the Polytechnic University of Madrid and economics at the Complutense University of Madrid . Under Felipe González , she became head of the study department for small and medium-sized enterprises in the Spanish Ministry of Industry from 1982 to 1984 , from 1985 to 1991 head of department for personnel costs in the Ministry of Finance and from 1991 to 1996 Secretary General for Communication in the Ministry of Construction and Transport. After the PSOE lost the election in 1996 , she moved to the private sector, where she worked for various telecommunications companies.

After the PSOE's 2004 election victory , Salgado first became Minister of Health in the Zapatero I cabinet . As such, she was responsible for the smoking ban in Spanish restaurants, which came into force in 2006. In 2007 she took over the Ministry of Public Administration and was confirmed in this position after Zapatero's re-election in 2008 . In polls, she has consistently been considered one of the most popular members of the government.

On April 7, 2009, Zapatero announced that Salgado would be appointed Minister of Economic Affairs and Finance and Second Vice President of the Government as part of a comprehensive cabinet reshuffle. She is the successor to Pedro Solbes , who had previously held this office since 2004. Manuel Chaves became the new Minister for Public Administration . For the period from July to December 2011, she was promoted to vice-president of the government because her predecessor Alfredo Pérez Rubalcaba had left the cabinet as the top candidate for the 2011 parliamentary election .
