Manuel Chaves González [ maˈnwel ˈtʃaβes ] (born July 7, 1945 in Ceuta ) is a Spanish politician. From April 2009 to December 2011 he was Minister for Territorial Policy and Third Deputy Prime Minister in the Zapatero cabinet . Before that he was President of the Regional Government of Andalusia from 1990 to 2009 . From 2000 to 2012 he also held the - largely representative - office of chairman of the Partido Socialista Obrero Español (PSOE).

Life

Manuel Chaves González became interested in politics in the mid-1960s while studying law at the University of Seville . During this time he got to know many activists against Franquism , including Amparo Rubiales , Javier Pérez Royo , Rafael Escuredo and Felipe González . Since 1968 he has been active in the PSOE and the Union General de Trabajadores union . In 1968 he became a professor at the University of Seville, in 1972 also at the University of Cádiz and in 1976 at the Autonomous University of Bilbao . Between 1977 and 1990 he was a deputy for the province of Cádiz in the Congreso de los Diputados . Between 1986 and 1990 he was Minister for Labor and Social Security in Felipe González's cabinet. In 1990 he became President of the autonomous community of Andalusia, in 1994 he also became General Secretary and thus the most important leader of the Andalusian regional association of the PSOE.

After the severe defeat of the PSOE in the Spanish parliamentary elections in 2000 and the resignation of General Secretary and top candidate Joaquín Almunia , Chaves headed the transitional commission that organized the party congress at which José Luis Rodríguez Zapatero was elected as the new General Secretary. He then proposed Chaves as the successor to Ramón Rubial, who died the previous year, for the office of party chairman, which, however, essentially only has representative functions.

On April 7, 2009, Zapatero, who was elected head of government in 2004, announced Chaves' appointment as Minister for Territorial Policy as part of a comprehensive cabinet reshuffle. As such, Chaves is primarily responsible for relations between the central government and the autonomous communities. He also took over the newly created office of Third Vice President of the Government. José Antonio Griñán was elected to succeed him as President of Andalusia .

Scandals

Chave's political career is largely overshadowed by two scandals. In the case of the ERE - also known as the reptile fund - there are a number of significant irregularities in early retirement, in which PSOE elected officials were among the beneficiaries.

Another scandal was the Matsa case . The Matsa company, where Chaves' daughter worked as a lawyer, received contracts from the autonomous community.
