Parents Association

A parents' association is an organized representation of the interests of parents in order to represent the interests of the legal guardians at the federal and state level, in particular to the school ministry or at hearings in the state parliament.

Situation in Germany

There are different institutionalized forms of participation in the individual federal states for representing the interests of the parents of pupils. The Federal Parents' Council was created at the federal level . Parents 'associations are often umbrella organizations of parents' associations and organized in regional associations. Examples are the Federation of Turkish Parents 'Associations in Germany and the Catholic Parents ' Association in Germany .

Bavaria

Since there is no statutory parent representation in Bavaria (just like in North Rhine-Westphalia) at district, district or state level, parents are only represented here by parent organizations under private law. These are called parents 'association (e.g. Bavarian parents' association) or parents 'association (e.g. state parents' association of grammar schools in Bavaria , business schools, technical colleges). Catholic parents are represented by the National Association of Catholic Parents in Germany, and Protestant parents by the Free Evangelical Parents' Association. The Bavarian Parents' Association (BEV) represents the interests of the parents of daycare and school children in relation to politics and administration in Bavaria . Since parents with children at grammar schools and secondary schools already had their own parents' associations at that time, the BEV mainly dealt with elementary schools . North Rhine-Westphalia

Parents' associations in particular perform the tasks “which are of general and fundamental importance and go beyond the individual schools”. An institutional Parents Association as Landeselternbeirat is not provided (so-called. Associations model). The parents' associations are usually organized as registered associations (e.V.) for one type of school (e.g. state parenting elementary schools or state parenting of grammar schools) so that the chairpersons of the school administration are members. You can also train across different school types (e.g. Parents Association NRW) or represent denominational schools (e.g. Catholic Parents in Germany KED in NRW).

The right of the parents' associations to regular discussions in the school ministry is anchored in the School Act for the State of North Rhine-Westphalia (SchulG) (Section 77 (4) SchulG).

In school, too, they have a special position in that money can be collected for them (Section 55 (2) of the School Act) and they can turn to the collaborative bodies with printed matter (Section 56 of the School Act).

Situation in Austria

Since there is no legally regulated parent representation at the provincial level in Austria, the provincial parents' associations perform these tasks. These are private-law associations within the meaning of the Austrian Association Act, whose members are parents' associations.

There is also no legally regulated parent representation in Austria at the federal level, which is why the state parent associations have merged to form federal parent associations for specific school types.
